August 20, 1990 — The Luray Town Council spent over an hour in debate before voting 3-2 with an abstention to approve Dr. Romulo Ancheta’s zoning request, which will allow expansion of the Hawksbill Rest Home on North Hawksbill Street. What at first appeared to be a simple rezoning request began to unravel after Dr. Ancheta’s attorney George Shanks laid out several reasons why the property zoned B-1 and M-1 should be changed to R-3.
