NOTICE OF PUBLIC HEARINGS
LURAY TOWN COUNCIL
PROPOSED AMENDMENTS TO ZONING ORDINANCE
AND COMPREHENSIVE PLAN
NOTICE is hereby given pursuant to §§ 15.2-2204, 15.2-2229, and 15.2-2230 of the Code of Virginia, as amended, that Luray’s Town Council shall hold public hearings on December 8, 2025 at 7 p.m. The public hearings shall be conducted in the Luray Town Council Chambers located at 45 East Main Street in the Town of Luray, Virginia.
Public comment may also be submitted until 12:00 p.m. on December 8, 2025, through any of the following means: Email: bchrisman@townofluray.com; Mail: Luray Town Council, Attention: Bryan Chrisman, Post Office Box 629, Luray, Virginia, 22835; Hand delivery: Place in the exterior DROP BOX in the alcove located at the front of the Town’s offices facing Main Street; or Phone: (540)743-5511. All comments must include the commentor’s name and address to be read aloud at the hearing. These hearings may be viewed live online through the Livestream Meetings link at townofluray.com. All normal Rules of Procedure will be followed.
- The Town Council will receive public comment concerning proposed amendments to the zoning ordinance set forth in Appendix A of the Town Code. The proposed amendments are summarized as follows:
— Section 202 would be amended to (1) change the definitions of “dwelling unit” and “garden apartment house” to reduce the minimum size to 600 square feet; and (2) add definitions for the terms “portable storage container” and “recreational vehicle.”
— Sec. 406.1(s) would be amended to allow auto rentals by right in the B-1 zoning district.
— Sec. 406.1(dd) would be amended to allow apartment houses within a structure constructed prior to a specified date by right in the B-1 zoning district.
— Sec. 406.2(b) would be amended to allow apartment houses by special use permit that are not otherwise allowed by right in the B-1 zoning district.
— Sec. 406.4 would be amended to require minimum setbacks for (1) residential structures in the B-1 zoning district; and (2) accessory buildings and structures in the B-1 zoning district on parcels adjoining or adjacent to a residential district.
— Sec. 406.5 would be amended to require minimum side and rear yards for residential structures in the B-1 zoning district.
— Sec. 409.5(B) would be amended to reduce the minimum size of individual units within a multiplex structure to 600 square feet.
— Sec. 409.19(G) would be amended to provide a density bonus for workforce housing within the PND zoning district.
— Sec. 503.6 would be amended to provide that off-street parking may not be located within any public right-of-way.
— Chapter 521 would be added to establish regulations governing the use of portable storage containers.
2. The Town Council will receive public comment on proposed amendments to the Town’s Comprehensive Plan.
Copies of the proposed amendments, the Town’s zoning ordinance, and the Town’s Comprehensive Plan are available at the Town of Luray’s Office, 45 East Main Street, Luray, Virginia. These items may be viewed between the hours of 8 a.m. and 5 p.m. Monday – Friday, and may also be found online at the Town’s website www.townofluray.com.
