  • Age: 42
  • Education: Luray High School graduate, 2001.
  • Work: Owner of Baldwin Farm LLC, 2010-present; owner of River Run Campground, 2014-present; Owner of L&B Portables, 2019-present; and owner of multiple long-term rental homes, 2012- present.
  • Community service/involvement: Served as a citizen on the subcommittee that worked on revisions to the Page County Campground Ordinance, 2023. Actively support our community by donating to youth programs and essential services, including emergency responders.
  • Elected office: None.
  • Family: Wife, Krystle; two sons, Lane and Brooks.

Why are you running for public office?

As a lifelong resident, farmer, and small business owner, I understand what is at stake in Page County. From the fields to the river, our land is our livelihood — it requires good stewardship and responsible management. Our government must operate transparently, and I promise openness in all my actions. I will fight to preserve farmland, support working families, and ensure tourism and development work for our county, not against it. 

What makes you the best candidate for District 1 supervisor?

I’m the best candidate for this office because I bring deep roots, real-world experience, a vision for our community’s future, and a commitment to serving the people of Page County with integrity and transparency. As a lifelong resident, multi-generation farmer, and small business owner, I understand our values and the challenges we face as a county. I believe in preserving farmland, advocating for small businesses, and supporting our youth. I will work to protect our rural character, grow our economy responsibly, and ensure government is transparent and accountable. I’m ready to serve, listen, and lead — for the good of all. 

What is the most pressing issue facing Page County and how would you address it?

A crucial issue facing Page County is the need for smart growth and affordable housing, which are closely interrelated. Sustainable development must safeguard farmland, support the local workforce, and preserve the county’s livability for future generations. The outmigration of local residents is primarily due to the lack of affordable housing. Ensuring that essential workers, such as law enforcement officers, educators, caregivers, etc. can reside within the county is vital. Aligning the Comprehensive Plan with the Zoning and Subdivision Ordinances is necessary to balance rural character and conservation with responsible development. Enhanced leadership and community engagement is essential to address these challenges effectively.

What is the best thing about Page County and how would you maintain or improve it?

The greatest asset of Page County lies in its rural character, abundant natural resources, and strong sense of community. The county’s agricultural heritage, scenic landscapes, and waterways contribute significantly to residents’ quality of life and economic vitality. To maintain and enhance these attributes, I would advocate for the preservation of farmland and natural resources through sound land-use policies. Encouraging responsible development, supporting local agriculture and small businesses, and promoting outdoor recreational opportunities are essential. Additionally, fostering transparent governance and community involvement will ensure that Page County remains a prosperous and sustainable environment for current and future generations. 

• Briefly describe a decision you have made in a leadership role and tell why you made that decision.

In my capacity as a farm operator, I made the strategic decision to diversify our operations by integrating additional revenue streams through other small businesses. This approach was intended to enhance economic stability amid uncertain conditions and to create broader opportunities for both employees and the community. The decision reflects my capacity for strategic thinking, adaptability, and a commitment to long-term sustainability over immediate gains. These leadership qualities and this pragmatic approach to decision-making are principles I intend to apply in public office to effectively serve and support the community’s best interests.
