Embezzlement, abduction, assault and sexual abuse of an animal among August indictments

LURAY, August 7 — Members of a grand jury in Page County Circuit Court issued a true bill on a total of 40 indictments handed down Wednesday, August 7 on charges placed among 21 individuals.

Those indicted by the August 7 grand jury include:

• Joshua Lee Kochel, of Catlett, Va., was indicted on a Class 5 felony for abduction by force or intimidation, a Class 6 felony for strangulation or wounding where an injury resulted, and three Class 1 misdemeanors for the assault and battery of a family member and two counts of violating a protective order. The protective order was violated (two counts) on April 8, 2024, according to court records, with an arrest on April 16, 2024. The other three offenses occurred on March 19, 2024, according to court records, with an arrest on April 11, 2024. Kochel is scheduled to appear in court again at 9 a.m. on Thursday, Oct. 10, 2024 for a hearing.

Shayla Marie Hansbrough, of Stanley, Va., was indicted on three unclassified felonies for three counts of embezzlement of more than $1,000. The offenses occurred on July 1, 2022; Jan. 1, 2023; and July 1, 2023; according to court records, with an arrest on March 20, 2024. Hansbrough is scheduled to appear in court again at 9 a.m. on Wednesday, Dec. 18, 2024 and Thursday, Dec. 19, 2024 for a two-day jury trial.

Jennica Elizabeth Miller, of Friendship, Maine, was indicted on two unclassified felonies for two counts of obtaining money by false pretenses (greater than $1,000), two Class 5 felonies for two counts of forgery or uttering, and a Class 6 felony for identity theft resulting in a financial loss greater than $1,000. All offenses occurred on April 8, 2024, according to court records, with an arrest on May 3, 2024. Miller is scheduled to appear in court again at 9 a.m. on Wednesday, Sept. 11, 2024 to enter a plea.

Gregory Eugene Judd, of Luray, Va., was indicted on an unclassified felony for entering a home to commit assault and battery, a Class 1 misdemeanor for assault and battery, and another Class 1 misdemeanor for assault and battery of a family member. All offenses and an arrest occurred on June 2, 2024, according to court records. Judd is scheduled to appear in court again at 9 a.m. on Thursday, Aug. 22, 2024 to appoint counsel.

Brandi Nicole Flick, of Luray, Va., was indicted on an unclassified felony for receiving or buying stolen goods worth more than $1,000, and a Class 5 felony for the possession of a Schedule I/II drug. Both offenses and an arrest occurred on Sept. 20, 2023, according to court records. Flick is scheduled to appear in court again at 1:30 p.m. on Wednesday, Nov. 6, 2024 for a status hearing.

Sean John Passarelli, of Shenandoah, Va., was indicted on a Class 6 felony for sexual abuse of an animal. The offense and an arrest occurred on Aug. 13, 2023, according to court records. Passarelli is scheduled to appear in court again at 9 a.m. on Wednesday, Aug. 21, 2024 for further proceedings.

Jeremy Ellison Ross, of Middletown, Va., was indicted on a Class 6 felony for the assault and battery of a family member (third or subsequent offense). The offense and an arrest occurred on March 4, 2024, according to court records. Ross is scheduled to appear in court again at 9 a.m. on Monday, Aug. 12, 2024 for a hearing.

• Kenneth Gary Short, of Manassas, Va., was indicted on two Class 5 felonies for two counts of possession of a Schedule I/II drug, and a Class 6 felony for destruction of property (monument). The two drug offenses occurred on Jan. 22, 2024 and March 4, 2024, according to court records, with no arrest date listed. The destruction of property offense occurred on Feb. 10, 2024, according to court records, with an arrest on Feb. 29, 2024. Short is scheduled to appear in court again at 9 a.m. on Wednesday, Sept. 4, 2024 for a hearing.

• Jeramey Scott Mullins, of Luray, Va., was indicted on two Class 5 felonies for two counts of possession of a Schedule I/II drug. The first drug offense occurred on April 29, 20204, according to court records, with no arrest date listed. The second drug offense and an arrest occurred on May 24, 2024, according to court records. Mullins is scheduled to appear in court again at 9 a.m. on Thursday, Sept. 12, 2024 for a hearing.

• April Nicole Phillips, of Shenandoah, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug and another Class 5 felony for possession with intent to distribute marijuana (between 1 oz. and 5 lbs.). Both offenses occurred on March 8, 2024, according to court records. The defendant was arrested on a capias warrant following Wednesday’s grand jury session on Aug. 7, 2024. Phillips is scheduled to appear in court again at 1:30 p.m. on Thursday, Aug. 29, 2024 for further proceedings.

• Jimmy Lee Dovel, of Shenandoah, Va., received a direct indictment on a Class 5 felony for possession of a Schedule I/II drug, and was indicted on a Class 6 felony for nonviolent felony possession of a gun within 10 years of being convicted of a felony. Both offenses and an arrest occurred on March 12, 2024, according to court records. Dovel is scheduled to appear in court again at 9 a.m. on Thursday, Aug. 22, 2024 for a bond hearing; at 9 a.m. on Thursday, Oct. 17, 2024 for a hearing; and 9 a.m. on Thursday, Oct. 31, 2024 for a jury trial.

• Stefanie Raynes Atkins, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Jan. 3, 2024, according to court records, with an arrest on Feb. 19, 2024. Atkins is scheduled to appear in court again at 9 a.m. on Wednesday, Sept. 25, 2024 for a hearing.

• Antoine Lovell Bailey, of Luray, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug. The offense occurred on April 25, 2024, according to court records, with an arrest on May 31, 2024. Bailey is scheduled to appear in court again at 9 a.m. on Wednesday, Aug. 21, 2024 for further proceedings.

• Joby Gene Chu, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on Feb. 12, 2024, according to court records. Chu is scheduled to appear in court again at 9 a.m. on Thursday, Oct. 3, 2024 for a jury trial.

• Amy Jo Johnson, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Jan. 9, 2024, according to court records, with an arrest on May 2, 2024. Johnson is scheduled to appear in court at 9 a.m. on Wednesday, Aug. 28, 2024 to enter a plea.

• Matthew Lee Lopez, of Mineral, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on Jan. 28, 2024, according to court records. Lopez is scheduled to appear in court again at 9 a.m. on Thursday, Aug. 22, 2024 for a hearing.

• Kelsey Renee Presgraves, of (no address listed), was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on Feb. 20, 2024, according to court records. Presgraves is scheduled to appear in court again at 9 a.m. on Thursday, Sept. 5, 2024 for a hearing.

• Sarah Lynne Rinaca, of Stanley, Va., was indicted on an unclassified felony for the distribution of marijuana to a minor (between 1 oz. and 5 lbs.). The offense occurred on March 27, 2024, according to court records, with an arrest on April 6, 2024. Rinaca is scheduled to appear in court again at 9 a.m. on Wednesday, Sept. 18, 2024 for a hearing.

• Gregory Scott Wallace Sr., of Rileyville, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on April 17, 2024, according to court records, with an arrest on May 29, 2024. Wallace is scheduled to appear in court again at 9 a.m. on Wednesday, Aug. 14, 2024 to appoint counsel.

• Barry Allen Yancey, of Shenandoah, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on May 5, 2024, according to court records. Yancey is scheduled to appear in court again at 9 a.m. on Thursday, Sept. 12, 2024 for a status hearing.

• Justin Ryan Taylor, of Elkton, Va., was indicted on a Class 6 felony for eluding or disregarding police, and a Class 1 misdemeanor for reckless driving (speed in excess of 85 mph). Both offenses and an arrest occurred on April 1, 2024, according to court records. Taylor is scheduled to appear in court again at 9 a.m. on Wednesday, Sept. 11, 2024 for a hearing.

Grand jury hearings are held the first Wednesday of each month in Page County Circuit Court.
