Member of planning commission will become only female on council

STANLEY, May 8 — During its regular monthly meeting on Wednesday, the Stanley Council voted unanimously to appoint Robyn Caracofe Good to fill the vacancy left by the untimely passing of former Councilman Duane Layman on April 7.
Good appears to be the only applicant for the position. The Town Manager’s report stated to council members that “at the time you receive these [meeting] packets no letters of interest have been received.” However, Good did submit her resume to Town Hall prior to Wednesday’s meeting.
Good currently serves on the Stanley Planning Commission and has a professional background in banking. She is currently employed by F&M Bank in Harrisonburg as a treasury management consultant, and previously spent four years as a treasury solution consultant with TRUIST (formerly BB&T) in Harrisonburg. Good served as a free lance financial consultant for a decade prior to working for TRUIST, and has prior working experience with First Union/Wachovia Bank, where she worked as a Financial Center Manager, and Dominion Bank, where she served as a teller supervisor and customer service rep.
Stanley’s attorney Robert S. Janney filed a petition on behalf of the Town on April 29 to hold a special election for the council seat in the fall’s general election on Nov. 5, 2024. Good’s appointment this week will only extend through Dec. 31, 2024. The winner of the November ballot will then fill the remainder of Layman’s unexpired term, which runs through Dec. 31, 2026.
Good will still need to be certified as a council member and take the oath of office administered by an agent of the circuit court. If she wishes to retain the seat, Good will then have to file with the Page County Voter Registrar by the candidate deadline looming in about five weeks in order to appear on the Nov. 5 ballot.
In other business at its May 8 meeting, the Stanley Council took the following actions:
• Unanimously voted to cover half of the costs to repair lighting at the William Kibler Library damaged by a power surge following an electrical outage during the wildfires on March 20.
• Discussed a violation letter from the Virginia Department of Environmental Quality (DEQ) citing that the Stanley Wastewater Treatment Plant exceeded its design flow for three consecutive months (January-March). Town Manager Terry Pettit will be drafting (and submitting to DEQ) a plan of action to correct the issue and help ensure future compliance with the DEQ permit issued for the wastewater treatment plant. The problem is a result of heavier rains recently, which creates greater inflow, as well as issues with infiltration into the system from various sources.
• Heard a police report for the month of April noting 432 calls for service, 328 self-initiated calls, and three citations written. Chief Ryan Dean also reported that Page County will once again cover the cost of a School Resource Officer (SRO) at Stanley Elementary in the upcoming fiscal year.
• Heard a Recreation report noting that the Hawksbill Pool was uncovered on April 30 and preparation are being made for the upcoming summer season, including cleaning and repairs of some patches. In addition, the “Whale Rider” toy at Ed Good Park is broken and will need repari or replacement.
• Heard a reminder of the “Praise in the Park” event planned for 7 to 9 p.m. this Saturday, May 11 at Ed Good Memorial Park featuring Dustin Kephart, The Deanes and Lisa Meadows.
• Heard a reminder of the grand opening and ribbon cutting ceremony planned for the Daughter of the Stars Theater and Cultural Center at 10 a.m. on Friday, May 17 at 186 East Main Street. The following evening at 7 p.m. on Saturday, May 18, the theater will feature a performance by Nelson Cade III, a former contestant on the popular television show “The Voice.”
• Heard a reminder that the final budget workshop is scheduled for Wednesday, May 22.
