NOTICE OF PUBLIC HEARING
LURAY TOWN COUNCIL
PROPOSED BUDGET AMENDMENTS
FISCAL YEAR JULY 1, 2025 – JUNE 30, 2026

NOTICE is hereby given pursuant to Virginia Code § 15.2-2507, as amended, that the Luray Town Council shall hold public hearings on February 9, 2026, at 7:00 p.m. in the Luray Town Council Chambers located at 45 East Main Street in the Town of Luray, Virginia.

Public comment may also be submitted until 12:00 P.M. on February 9, 2026, through any of the following means: Email: bchrisman@townofluray.com; Mail: Luray Town Manager, Post Office Box 629, Luray, Virginia, 22835; Hand delivery: Place in the exterior DROP BOX in the alcove located at the front of the Town’s offices facing Main Street; or Phone: (540)743-5511. All comments must include the commentor’s name and address to be read aloud at the hearings. These hearings may be viewed live online through the Livestream Meetings link at townofluray.com. All normal Rules of Procedure will be followed.

The purpose of the hearing is to receive public comments concerning the following proposed amendments to the budget for the fiscal year July 1, 202,5 to June 30, 2026:

  1. Income From Other Sources/Grants/ARPA will increase by $1,000,000 to reflect grant
    funds provided by the Virginia Department of Housing & Community Development.
  2. Grant expenditures will increase by $1,000,000 to reflect potential disbursements of the
    above-referenced grant funds for the redevelopment of property located at 15 Campbell
    Street.
  3. Parks & Recreation Department Expenditures will increase by $16,900 to replace the
    pump and wiring at Cave Hill Pond.
  4. Public Works & Street Expenditures will increase by $16,500 to replace an HVAC
    system at a Town building.
  5. Sewer Expenditures will increase by $187,000 to repair and replace critical equipment at
    the Town’s wastewater treatment plant.
  6. Sewer Expenditures will increase by $166,000 to obtain a preliminary engineering report
    outlining current and future infrastructure needs of the Town’s wastewater treatment
    system.

The Town’s general fund will be the source of funding for Item 3. Funding for Item 4 will be provided in equal parts from the Town’s general, water, and sewer funds. Funding for Items 5 and 6 will be provided from Town’s sewer fund.
