NOTICE OF PUBLIC HEARING
LURAY PLANNING COMMISSION
PROPOSED TEXTUAL AMENDMENTS TO ZONING ORDINANCE
NOTICE is hereby given pursuant to § 15.2-2204 of the Code of Virginia, as amended, that Luray’s Planning Commission shall hold a public hearing on August 14, 2024 at 7 p.m. The public hearing shall be conducted in the Luray Town Council Chambers located at 45 East Main Street in the Town of Luray, Virginia.
Public comment may also be submitted until 12:00 p.m. on August 14, 2024, through any of the following means: Email:bchrisman@townofluray.com; Mail: Luray Planning Commission, Attention: Bryan Chrisman, Post Office Box 629, Luray, Virginia, 22835; Hand delivery: Place in the exterior DROP BOX in the alcove located at the front of the Town’s offices facing Main Street; or Phone: (540)743-5511. All comments must include the commentor’s name and address to be read aloud at the hearing. This hearing will be live-streamed on the Town’s Facebook Live page. All normal Rules of Procedure will be followed.
The purpose of the hearing is to receive public comment and to consider the following proposed amendments to the zoning ordinance set forth in Appendix A of the Town Code:
- Amending the definition of “lodging house” in Section 202 to exclude multi-family dwellings.
- Removing lodging houses as a use permitted by special use permit in the R-4, R-5, and PND zoning districts by repealing Sections 404.2(o), 405.2(d), and 409.13(D)(2).
- Amending Sections 403.2(n) and 407.1(bb) to require that a special use permit application for a lodging house include a site plan, floor plan, business plan, pertinent contact information, certificate of insurance, and posting placard.
- Amending the lodging house regulations in Section 519 to:
- Remove references to the provision of meals and collection of meals tax.
- Increase the commercial general liability insurance requirement to $1 million.
- Require that one parking space be provided onsite for each bedroom.
- Provide that any signs onsite are subject to Article VIII of the zoning ordinance.
- Provide that a maximum of three bedrooms may be rented in one lodging house.
- Require that a lodging house rental encompass the entire structure.
