November 30, 1987 — The list of applicants hoping to fill Luray’s police chief vacancy reads like a who’s who of Page County law enforcement. Included are three officers from the Luray police force, the Stanley police chief, a former Page County sheriff and a former lieutenant/investigator with the Shenandoah Police Department.
Acting chief Robert Dale Strickler, Lt. Albert J. Judd and Sgt. Ralph B. “Butch” Fleharty — all members of the Luray department — submitted applications. Stanley Police Chief Jerry Petefish is also an applicant. Former Page County sheriff Kenneth E. Kerkhoff has also thrown his hat into the ring. David “Angelo” Penque, a former lieutenant and investigator on the Shenandoah force, has also applied for the post. Other applicants include Robert Allen Thomas, who is resigning from a U.S. Department of Justice position in New York City, and Richard Nevitt, a retired lieutenant with the U.S. Capitol Police Force.
