NOTICE OF PUBLIC HEARING AND PROPOSED GRANT OF FRANCHISE
BY LURAY TOWN COUNCIL
NOTICE is hereby given pursuant to Virginia Code §§ 15.2-1427(f) and 15.2-2101(A) that on October 15, 2025 at 7 p.m., the Luray Town Council will consider an ordinance granting a nonexclusive franchise to Comcast Cable Communications Management, LLC, and/or other bidder(s) to construct, operate, and maintain a cable system within the Town of Luray, Virginia. A public hearing and consideration of the ordinance will take place in the Luray Town Council Chambers located at 45 East Main Street in Luray, Virginia.
Public comment may also be submitted until 12:00 p.m. on October 15, 2025, through any of the following means: Email: bchrisman@townofluray.com; Mail: Luray Town Council, Attention: Bryan Chrisman, Post Office Box 629, Luray, Virginia, 22835; Hand delivery: Place in the exterior DROP BOX in the alcove located at the front of the Town’s offices facing Main Street; or Phone: (540)743-5511. All comments must include the commentor’s name and address to be read aloud at the hearing. This hearing will be live-streamed on the Town’s Facebook Live page. All normal Rules of Procedure will be followed.
INVITATION FOR BIDS
Pursuant to Virginia Code § 15.2-2101(B), the Town invites bids for the proposed franchise to be granted by the ordinance. Bids must be submitted in writing by 12:00 p.m. on October 15, 2025, to the Town Manager either by mail to Luray Town Council, Attention: Bryan Chrisman, Post Office Box 629, Luray, Virginia, 22835; or hand delivery to 45 East Main Street, Luray, Virginia, 22835. The bids will be opened and marked for identification by the presiding officer during the meeting on October 15, 2025. The cost of advertising shall be reimbursed by the successful bidder(s) as required by Virginia Code § 15.2-2101(B). The Town reserves the right to reject any and all bids.
A copy of the full text of the ordinance granting the proposed franchise and further information is available at the Town Manager’s Office located at 45 East Main Street in Luray, Virginia.
