Public hearing Feb. 9 on Luray’s plans to vacate four public right-of-ways

INTENTION TO VACATE PUBLIC
RIGHTS-OF-WAY BY LURAY TOWN COUNCIL

NOTICE is hereby given pursuant to Virginia Code § 15.2-2006, as amended, that the Luray Town Council shall hold public hearings on Monday, February 9, 2026, at 7:00 p.m. in the Luray Town Council Chambers located at 45 East Main Street in the Town of Luray, Virginia.

Public comment may also be submitted until 12:00 P.M. on February 9, 2026, through any of the following means: Email: bchrisman@townofluray.com; Mail: Luray Town Manager, Post Office Box 629, Luray, Virginia, 22835; Hand delivery: Place in the exterior DROP BOX in the alcove located at the front of the Town’s offices facing Main Street; or Phone: (540)743-5511. All comments must include the commentor’s name and address to be read aloud at the hearings. These hearings may be viewed live online through the Livestream Meetings link at townofluray.com. All normal Rules of Procedure will be followed.

The purpose of the hearings is to receive public comments on the following:

  1. A request by the applicants, Royce W. and Irene M. Sommers, to vacate a portion of a public right-of-way that runs from N. Court Street to N. Bank Street. The subject of the request is the portion of the right-of-way lying between the applicants’ parcel located at 312 N. Court Street (Tax Map No. 42A3-5-F-26) and two parcels without street addresses (Tax Map Nos. 42A3-5-F-25A and 42A3-5-F-25B) which border the northern side of the right-of-way.
  1. A request by the applicant, 541 West Main Holdings LLC, to vacate a public right-of- way accessible from W. Main Street that runs between applicant’s parcel located at 541 W. Main Street (Tax Map No. 42A10-A-72) and a parcel located at 603 W. Main Street (Tax Map No. 42A10-A-73).
  1. A request by the applicant, 541 West Main Holdings LLC, to vacate a portion of a public right-of-way accessible from the intersection of Meade Street and Cole Street that runs east until intersecting with Memorial Drive. The subject of the request is the 15-foot wide portion of the right-of-way immediately adjacent to and running parallel with the rear boundary of applicant’s parcel located at 541 W. Main Street (Tax Map No. 42A10-A-72).
  1. A request by the applicant, Page County, Virginia, to vacate a portion of a public right- of-way accessible from W. Page Street that lies between the applicant’s parcel located at 215 W. Page Street (Tax Map No. 42A10-A-115) and a parcel located at 113 W. Page Street (Tax Map No. 42A10-A-116), a parcel without a street address (Tax Map No.42A11-7-5), and a parcel located at 115 S. Bank Street (Tax Map No. 42A10-A-116A). The subject of the request is the five-foot wide portion of the right-of way immediately adjacent to and running parallel with the eastern boundary of the applicant’s parcel located at 215 W. Page Street (Tax Map No. 42A10-A-115).

The ownership of the public rights-of-way is not clear and the Town makes no claim of ownership. If a request is granted, the Town will divest any current or future public interest in the right-of-way other than the right of access for public utilities. All interested persons may appear and present their views at the public hearings.

Copies of the requests and maps displaying the areas requested to be vacated are available at the Town of Luray’s Office, 45 East Main Street, Luray, Virginia. These items may be viewed between the hours of 8 a.m. and 5 p.m. Monday – Friday, and may also be found online at the Town’s website www.townofluray.com.
