Public hearing on amendments to conditional zoning for Luray Landing

NOTICE OF PUBLIC HEARING

LURAY TOWN COUNCIL

PROPOSED AMENDMENT TO CONDITIONAL ZONING

NOTICE is hereby given pursuant to §§ 15.2-2302(B) and 15.2-2204 of the Code of Virginia, as amended, that the Luray Town Council shall hold a public hearing on October 16, 2024, at 7:00 p.m.  The public hearing shall be conducted in the Luray Town Council Chambers located at 45 East Main Street in the Town of Luray, Virginia.

Public comment may also be submitted until 12:00 P.M. on October 16, 2024, through any of the following means: Email:bchrisman@townofluray.com; Mail: Luray Town Manager, Post Office Box 629, Luray, Virginia, 22835; Hand delivery: Place in the exterior DROP BOX in the alcove located at the front of the Town’s offices facing Main Street; or Phone: (540) 743-5511. All comments must include the commentor’s name and address to be read aloud at the hearing. This hearing will be live streamed on the Town’s Facebook Live page. All normal Rules of Procedure will be followed.

The purpose of the public hearing is to receive public comments on an application by Baker Development Partnership, L.L.C., to amend the conditional zoning previously adopted for the Luray Landing Planned Neighborhood Development (“Luray Landing PND”) as follows:

  1. LAH Luray Landing, LLC (“LAH”), will be added to the Developer’s Agreement as the owner and developer of certain lots within the Luray Landing PND which have been designated for construction of Villas (“the Villa Lots”). 
  1. LAH will assume responsibility for payments to the Town for water and sewer improvements for Villa Lots owned by LAH. 
  1. The Villa Lots will be subject to the Declaration of Covenants, Conditions, and Restrictions of the Luray Landing Property Owners’ Association, Inc., as amended, and each owner of a Villa Lot will be a member of the POA.
  1. The Villa Lots will be subject to the restriction that they not be used for a “lodging house” as defined by the Code of the Town of Luray, Virginia, or otherwise operated as a short-term rental.    

Copies of the Developer’s Agreement for Luray Landing and the proposed amendments are available at the Town of Luray’s Offices at 45 East Main Street in Luray, Virginia, and may be viewed between the hours of 8 a.m. and 5 p.m. from Monday through Friday.  Questions may be directed to the Town Manager at (540) 743-5511.
