Shenandoah man indicted on 10 child pornography charges by July grand jury

LURAY, July 3 — Members of a grand jury in Page County Circuit Court issued a true bill on a total of 32 indictments handed down Wednesday, July 3 on charges placed among 16 individuals.

Those indicted by the July 3 grand jury include:

• John Wayne Marshall Jr., of Shenandoah, Va., was indicted on a total of 11 felony charges, including 10 related to child pornography and one count of sexual abuse of an animal. The charges included five unclassified felonies for one count of reproducing child pornography and four counts of copying, transmitting or selling child pornography (second or subsequent offense); four Class 5 felonies for possession of child pornography (second or subsequent offense); and two Class 6 felonies for one count of possession of child pornography and one count of sexual abuse of an animal. The offenses occurred on Feb. 17, 2023, according to court records, with an arrest date of March 18, 2024. Marshall is scheduled to appear in court again at 1:30 p.m. on Wednesday, Aug. 21, 2024 for a status hearing.

Donnie Walter Seal III, of Luray, Va., was indicted on a Class 6 felony for breaking and entering an occupied dwelling to commit a misdemeanor, and a Class 1 misdemeanor for trespassing after being forbidden. The offenses and an arrest occurred on Feb. 21, 2024, according to court records. Seal is scheduled to appear in court again at 9 a.m. on Wednesday, July 31, 2024 for a hearing.

Melody Faye Wall, of Stanley, Va., was indicted on two Class 6 felonies for the assault of a law enforcement officer or documented person, and a Class 1 misdemeanor for obstruction by resisting arrest through threat or force. The offenses and an arrest occurred on April 4, 2024, according to court records. Wall is scheduled to appear in court again at 9 a.m. on Wednesday, Aug. 14, 2024 for a hearing.

Ru Lin-Bing, of Richmond, Va., was indicted on a Class 5 felony for accusing a person of an offense for money. The offense and an arrest occurred on March 8, 2024, according to court records. Lin-Bing is scheduled to appear in court again at 9 a.m. on Wednesday, Aug. 28, 2024 for a status hearing.

Patrick Bishop Munson, of Luray, Va., was indicted on an unclassified felony for the distribution of methamphetamines (more than 10 grams). The offense and an arrest occurred on March 20, 2024, according to court records. Munson is scheduled to appear in court again at 9 a.m. on Thursday, Sept. 12, 2024 for a hearing.

Cynthia Kay Brown, of Luray, Va., was indicted on two Class 5 felonies for the possession of a Schedule I/II drug. The offense occurred on Feb. 17, 2024, according to court records, with an arrest on April 8, 2024. Brown is scheduled to appear in court again at 9 a.m. on July 8, 2026. During a hearing on Monday (July 8), Brown received a deferred disposition for being a first-time offender.

Jeremy Scott Seal, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug, and a Class 6 felony for the destruction of property (monument). The offenses and an arrest occurred on Nov. 10, 2023, according to court records. Seal is scheduled to appear in court again at 9 a.m. on Wednesday, Aug. 14, 2024 for a hearing.

• William Paul Campbell Jr., of Luray, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug. The offense occurred on Jan. 29, 2024, according to court records, with an arrest on April 9, 2024. Campbell is scheduled to appear in court again at 9 a.m. on Wednesday, Aug. 7, 2024 for a hearing.

• Ginger Lee Cook, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Feb. 12, 2024, according to court records, with an arrest on April 3, 2024. Cook is scheduled to appear in court again at 9 a.m. on Thursday, July 18, 2024 for a hearing.

• Jamaal Tereek Goode, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on Sept. 25, 2023, according to court records. Goode is scheduled to appear in court again at 9 a.m. on Wednesday, July 24, 2024 for a hearing.

• Kimberly Diane Judd, of Shenandoah, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Jan. 18, 2024, according to court records, with an arrest on Jan. 23, 2024. Judd is scheduled to appear in court again at 9 a.m. on Thursday, Aug. 22, 2024 for a hearing.

• Brittany Leigh McCoy, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on March 26, 2024, according to court records, with an arrest on May 2, 2024. McCoy is scheduled to appear in court again at 9 a.m. on Wednesday, July 17, 2024 for a hearing.

• James Franklin Stanley Jr., of (no address listed), was indicted on a Class 5 felony for the possession of a Schedule I/II drug. The offense occurred on Dec. 26, 2023, according to court records, with an arrest on April 11, 2024. Stanley is scheduled to appear in court again at 9 a.m. on Thursday, July 18, 2024 for a hearing.

• Andrienne Ellen Wigington, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on Dec. 8, 2023, according to court records. Wigington is scheduled to appear in court again at 9 a.m. on Wednesday, Aug. 7, 2024 for a hearing.

• Kashon Tyrone Burrill, of Luray, Va., was indicted on a Class 6 felony for eluding or disregarding police and a Class 1 misdemeanor for reckless driving, endangering life, limb or property. The offenses and an arrest occurred on March 31, 2024, according to court records. Burrill is scheduled to appear in court again at 9 a.m. on Wednesday, July 31, 2024 to enter a plea.

• Dillon Dakota Strickler, of Stanley, Va., was indicted on a Class 6 felony for a registration violation as a Tier III sex offender. The offense occurred on Oct. 30, 2023, according to court records, with an arrest on March 22, 2024. Strickler is scheduled to appear in court again at 9 a.m. on Wednesday, July 24, 2024 to appoint counsel.

Grand jury hearings are held the first Wednesday of each month in Page County Circuit Court.
