February grand jury issues 17 indictments against nine individuals

LURAY, Feb. 4 — Members of a grand jury in Page County Circuit Court issued a true bill on a total of 17 indictments handed down Wednesday, Feb. 4 on charges placed among nine individuals.

Those named individuals indicted by the Feb. 4 grand jury include:

Calvin Lee Turner, of Shenandoah, Va., was indicted on a Class 6 felony for unlawful wounding, two Class 1 misdemeanors for two counts of assault and battery, and an additional Class 1 misdemeanor for obstruction of justice / resisting arrest without force. All of the offenses occurred on Aug. 23, 2025, according to court records, with an arrest on Aug. 24, 2025. Turner is scheduled to appear in court again at 9 a.m. on Wednesday, Feb. 25 for further proceedings.

Kenneth Wayne Delawder, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug; a Class 6 felony for possession of a gun while in possession of a Schedule I/II drug, a Class 6 felony for non-violent felony possession of a gun, and a Class 1 misdemeanor for assault and battery of a family member. All of the offenses and an arrest occurred on Nov. 12, 2025, according to court records. Delawder is scheduled to appear in court again at 9 a.m. on Wednesday, Feb. 25 for a hearing.

Jeremy Lee Cubbage, of Luray, Va. was indicted on a Class 6 felony for making a threat in writing and a Class 1 misdemeanor for using profane language over a public airway. Both offenses occurred on Dec. 19, 2025, according to court records, with no arrest date listed. No information was available on future court dates.

Autumn Somone Billings, of Rileyville, Va., was indicted on two unclassified felonies for two counts of distributing or selling for profit a Schedule I/II drug. One count occurred on Sept. 1, 2025, according to court records, while the second occurred Sept. 4, 2025. A capias warrant was issued for Billings’ arrest.

Cecil Robert Whitt Jr., of Luray, Va., was indicted on an unclassified felony for possession with intent to manufacture a Schedule I/II drug. The offense occurred on Oct. 9, 2025, according to court documents, with an arrest on Oct. 17, 2025. Whitt is scheduled to appear in court again at 9 a.m. on Wednesday, Feb. 11 for a hearing.

Misty L. Riggleman, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on April 22, 2025, according to court records, with an arrest on Nov. 14, 2025. Riggleman is scheduled to appear in court again at 9 a.m. on Wednesday, Feb. 11, at which time she is expected to enter a plea.

James Lee Smith Jr., of Arlington, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Jan. 21, 2025, according to court records, with an arrest on July 31, 2025. Smith is scheduled to appear in court again at 9 a.m. on Wednesday, Feb. 11, at which time he is expected to enter a plea.

• David Lee Stroupe, of Front Royal, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Aug. 21, 2025, according to court records, with an arrest on Dec. 4, 2025. Stroupe is scheduled to appear in court again at 9 a.m. on Wednesday, Feb. 18 for a hearing.

• Jesse William Weakley Jr., of Shenandoah, Va., was indicted on a Class 1 misdemeanor for reckless driving on a parking lot or closed highway. The offense occurred on April 22, 2025, according to court records, with no arrest date listed. Weakley is scheduled to appear in court again at 9 a.m. on Wednesday, Feb. 18 for a jury trial.

Grand jury hearings are held the first Wednesday of each month in Page County Circuit Court.
