NOTICE OF PUBLIC HEARING
LURAY PLANNING COMMISSION
PROPOSED AMENDMENTS TO ZONING ORDINANCE
NOTICE is hereby given pursuant to § 15.2-2204 of the Code of Virginia, as amended, that Luray’s Planning Commission shall hold a public hearing on August 13, 2025 at 7 p.m. The public hearing shall be conducted in the Luray Town Council Chambers located at 45 East Main Street in the Town of Luray, Virginia.
Public comment may also be submitted until 12 noon on August 13, 2025, through any of the following means: Email: bchrisman@townofluray.com; Mail: Luray Town Manager, Post Office Box 629, Luray, Virginia, 22835; Hand delivery: Place in the exterior DROP BOX in the alcove located at the front of the Town’s offices facing Main Street; or Phone: (540)743-5511. All comments must include the commentor’s name and address to be read aloud at the hearing. This hearing may be viewed live online through the Livestream Meetings link at townofluray.com. All normal Rules of Procedure will be followed.
The purpose of the hearing is to receive public comment on potentially adopting the
following amendments to the zoning ordinance set forth in Appendix A of the Town Code:
Article IV:
The new provisions proposed for Section 413 would:
- Create a village residential zoning district to allow clustered development of single-
family and two-family dwellings on parcels that are 0.75 acres or larger. - Identify uses permitted by-right in the village residential zoning district.
- Establish dimensional and design requirements for village residential developments.
- Set evaluation criteria for applications to rezone to village residential zoning.
Article VII:
The proposed amendments to Sections 701-703 and 705-708 would:
- Update provisions regarding the issuance of zoning permits, certificates of occupancy,
and special use permits to reflect current Town practices. - Revise provisions setting forth the authority and regulations of the Town’s Board of
Zoning Appeals with respect to zoning appeals. - Cross-reference the Virginia Code when appropriate to ensure that future changes to
Virginia law are incorporated into the Town Code.

These items may be viewed between the hours of 8 a.m. and 5 p.m. Monday – Friday and may also be found online at the Town’s website www.townofluray.com.
