Baker investigating paving scam

January 9, 1992 — The Page County Sheriff ’s Department and Luray Police reported recently that they are trying to stop a group of flim-flam artists now traveling the county as asphalt layers.

Sheriff ’s Department Investigator Jerry Baker said this scheme is the most recent one used by the group of about 20 people who have, in the past, posed as house painters, roof repairers and termite inspectors. The group typically preys on elderly people, some of them they have duped before, Baker said.

“What we believe is they’ve been working for years and years in Page County and when they find people they can get money from they’ll come back year after year,” Baker said.

In recent weeks, the members of the group have been seen in Luray, Shenandoah and the Grove Hill area. Members of the large group travel in teams of four or five when performing their paving scam, Baker said.
