December 5, 1889 — Before busting your supervisors and road overseers for the present wretched condition of the public roads there are several things you ought to think of: first, the inefficient and lifeless service you render yourself when summoned to work on these roads; then the small amount of money, compared to the many miles of roads at their commands; and last by the continuous and washing rains of the past two years.
Under all these circumstances you wouldn’t have done much better yourself.
