Supervisor applications submitted to fill board vacancy left by Smelser

LURAY, Dec. 2 — During Monday night’s work session, Page County Administrator Amity Moler read out the names of four county residents who have submitted applications to fill the vacancy left on the Page County Board of Supervisors by the sudden resignation of District 4 representative Isaac Smelser.
Citing only vague “personal circumstances”, Smelser submitted a resignation letter to Moler and board Chairman Keith Weakley on Oct.23 that was effective immediately. He had served less than 10 months of a four-year term that he was elected to in November 2023 as an unopposed candidate. Smelser was mentioned in a recent Virginia Association of Counties’ (VACo) press release as having been a recent graduate of their new supervisors’ course. He previously served on the Page County Planning Commission.
Among the applications of those seeking to replace Smelser was former District 4 supervisor Larry Foltz, who also served several terms on the school board. Kendall Lee McAlister, Susan Kyle and Michael Painter were the other three names revealed on Monday night.
According to the Code of Virginia, the Board has 45 days — from Oct. 23 (which is Dec. 7) — to appoint a qualified individual to the vacancy until a special election can be held (next fall) to fill Smelser’s unexpired term through Dec. 31, 2027. The board of supervisors is expected to appoint another member to represent District 4 at its next meeting on Monday, Dec. 16.
Moler stated during Monday’s meeting that each of the four applications are available for public review upon request at the county government center.
