NOTICE OF PUBLIC HEARINGS
LURAY TOWN COUNCIL
SPECIAL USE PERMIT & REZONING REQUESTS
NOTICE is hereby given pursuant to § 15.2-2204 of the Code of Virginia, as amended, that Luray’s Town Council shall hold these two (2) listed public hearings on August 11, 2025, at 7 p.m. The public hearings shall be conducted in the Luray Town Council Chambers located at 45 East Main Street in the Town of Luray, Virginia.
Public comment may also be submitted until 12 noon on August 11, 2025, through any of the following means: Email: bchrisman@townofluray.com; Mail: Luray Town Manager, Post Office Box 629, Luray, Virginia, 22835; Hand delivery: Place in the exterior DROP BOX in the alcove located at the front of the Town’s offices facing Main Street; or Phone: (540)743-5511. All comments must include the commentor’s name and address to be read aloud at the hearing. This hearing will be live streamed on the Town’s Website Live Stream Link. All normal Rules of Procedure will be followed.
The purpose of the hearings is to receive public comments and to consider the following:

The owner, Carol Green, has requested a Special Use Permit to construct a new manufactured residential dwelling on a continuous masonry foundation on a vacant lot adjacent to 9 Hilltop Lane in the High Density Residential (R-3) Zoning District. The subject dwelling will be approximately 1,041 square feet with two (2) bedrooms and is located on one parcel that is roughly 10,062 square feet in area. The subject parcel is further identified on Page County Tax Maps as 42A3-A-44. A Special Use Permit is required to construct a manufactured home in the R-3 Zoning District per Town Code Appendix A, Article IV, Sec. 403.2.(e).

The owner, Great Southern Land Developers, LLC, has requested to rezone an M1 (Limited=Industrial) zoned parcel to a B1 (Business) zoned parcel. The subject parcel is adjacent to Carillon Drive, and is surrounded by B1 (Business), R5 (Townhouse and Apartment Residential) and M1 (Limited Industrial) zoned lots. The total property requested to be rezoned is roughly 84,114 square feet in area and is planned for commercial development. The subject parcel’s physical address is 62 Carillon Drive and is identified on Page County Tax Map as 42A9-A-10. A Rezoning Permit is required per Town Code Appendix A, Article VII, Sec. 707.
Copies of the Special Use Permit and Rezoning applications, as well as the Town’s zoning ordinance are available at the Town of Luray’s Office, 45 East Main Street, Luray, Virginia. These items may be viewed between the hours of 8 a.m. and 5 p.m. Monday – Friday and may also be found online at the Town’s website www.townofluray.com.
