May 3, 1990 — Shenandoah voters Tuesday elected Clinton O. Lucas Jr. as the mayor in a tight race. A newcomer and two incumbents were elected to Shenandoah’s council in a better than usual 48 percent turnout of 884 registered voters.
In Luray and Stanley, the races also introduced a new council member and re-elected two incumbents in each town. Elected at Shenandoah were council incumbents Jack E. VanHyning and Joyce E. McAndrews. The new council member is William E. “Bill” Kite.
In Stanley, incumbents Louis Bosley and Richard Good regained their seats and T. Leon Rickard, a former councilman, lead the ballot.
Luray voters favored incumbents William P. Menefee and W. Wayne Taylor and a new council member, Martha Ann Critzer.
