May grand jury hands down 22 indictments against 13 individuals

LURAY, May 6 — Members of a grand jury in Page County Circuit Court issued a true bill on a total of 22 indictments handed down Wednesday, May 6 on charges placed among 13 individuals.
Those individuals indicted by the May 6 grand jury include:
• Deborah Jean Eppard, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug, and three Class 6 felonies for weapons charges — including nonviolent felony possession of a gun within 10 years of being convicted of a felony; felony possession of a weapon (ammo, not gun); and possession of a gun while in possession of a Schedule I/II drug. All offenses and an arrest occurred on Jan. 22, 2026, according to court records. Eppard is scheduled to appear in court again at 10:30 a.m. on Monday, May 18 for a status hearing.
• Oakley Drew Therrien, of Luray, Va., was indicted on an unclassified felony for entering a structure to commit assault and battery, a Class 5 felony for grand larceny (value greater than or equal to $1,000 – not on person), and a Class 1 misdemeanor for assault and battery. All offenses occurred on Feb. 3, 2026, according to court records, with an arrest on Feb. 4, 2026. Therrien is scheduled to appear in court again at 9 a.m. on Wednesday, May 20, 2026, for a hearing.
• Cody Dwayne Shuler, of Stanley, Va. was indicted on two Class 5 felonies for possession of a Schedule I/II drug, and a Class 1 misdemeanor for fleeing from law enforcement. The drug offenses occurred on Dec. 27, 2025 and Jan. 14, 2026, according to court records, with arrest dates of Jan. 14, 2026 and Jan. 15, 2026 listed, respectively. The misdemeanor charge occurred on Jan. 14, 2026, according to court records, with an arrest date of Jan. 15, 2026. Shuler is scheduled to appear in court again at 9 a.m. on Wednesday, June 17, 2026 for a hearing.
• Daniel Louis Moneymaker, of Luray, Va., was indicted on two Class 5 felonies, one for for possession of a Schedule I/II drug and another for a registration violation as a Tier III sex offender (second offense). The drug charge and an arrest occurred on Dec. 19, 2025, according to court records. The registration violation occurred on Oct. 9, 2024, according to court records, with an arrest on Dec. 19, 2025. On the drug charge, Moneymaker will return to court at 9 a.m. on Wednesday, Aug. 26, 2026, for a four-hour jury trial. On the sex registry violation, he will return to court at 9 a.m. on Monday, July 20, 2026 for a one-day jury trial.
• Ethan Connor Higgs, of Stephens City, Va., was indicted on a Class 6 felony for eluding or disregarding police and a Class 1 misdemeanor for reckless driving (speeding in excess of 85 mph). Both offenses and an arrest occurred on April 13, 2025, according to court records. Higgs is scheduled to appear in court again at 9 a.m. on Wednesday, June 24, 2026 for a hearing.
• Rachel Juanita Stockner, of Luray, Va., was indicted on an unclassified felony for the distribution or sale for profit of a Schedule I/II drug. The offense occurred on Oct. 9, 2025, according to court records, with an arrest on Nov. 10, 2025. Stockner is scheduled to appear in court again at 9 a.m. on Wednesday, June 17, 2026 for a hearing.
• James Aaron Bell, of Shenandoah, Va., was indicted on a Class 6 felony for a registration violation as a previously convicted sex offender (not Tier III, second offense). The offense occurred on April 4, 2025, according to court records, with an arrest on Feb. 13, 2026. Bell is scheduled to appear in court again at 9 a.m. on Wednesday, June 3, 2026 to enter a plea.
• Robert Dale Cash, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on Nov. 19, 2025, according to court records. Cash is scheduled to return to court at 9 a.m. on Wednesday, June 24, 2026 for a hearing.
• Melissa Renee Dempster, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on May 17, 2025, according to court records, with an arrest on Sept. 17, 2025. Dempster is scheduled to return to court at 9 a.m. on Wednesday, June 24, 2026 for a hearing.
• Nicholas Gregory Gionis, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Dec. 19, 2025, according to court records, with an arrest on Dec. 20, 2025. Gionis is scheduled to return to court at 9 a.m. on Wednesday, June 17, 2026 for a hearing.
• Ashley Annette Gray, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on July 12, 2025, according to court records, with an arrest on Nov. 2, 2025. Gray is scheduled to return to court at 9 a.m. on Wednesday, June 3, 2026 for a hearing.
• Jeb Wayne Roberts, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Aug. 27, 2025, according to court records, with an arrest on Dec. 4, 2025. Roberts is scheduled to return to court at 9 a.m. on Wednesday, June 3, 2026 for a status hearing.
• Daniel Alan Stallard, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Dec. 19, 2025, according to court records, with an arrest on Dec. 29, 2025. Stallard is scheduled to return to court at 10:30 a.m. on Monday, May 18, 2026 to enter a plea.
Grand jury hearings are held the first Wednesday of each month in Page County Circuit Court.
