Chamber celebrates a century during 100th annual banquet

Annual awards presented to local businesses and orgnaizations in seven categories

LURAY, May 28 — Nearly 200 attendees came out to the historic Mimslynn Inn in Downtown Luray on Thursday evening for the Luray-Page County Chamber of Commerce’s 100th annual banquet and awards. Formal attire and elegant dining set the tone for the evening’s theme of “Building on a Century” — right where the business-focused organization first started on May 17, 1926.

“If you’d like to imagine what it was like back then, I imagine it was a lot like what is depicted in the murals you see on our dining room walls,” Retired Four-Star Marine General John Allen told the crowd. The former commander of the NATO International Security Assistance Force and U.S. Forces in Afghanistan purchased the Mimslyn Inn in early 2024, along with two partners.

General Allen spoke of his “love to be in this part of Virginia” and announced plans to build a retirement home and settle in the area. He lead a champagne toast to the Chamber on its century of service and acknowledged the “quiet doers”…the “people who do the work” that made both the banquet and the last 100 years possible. One of those people — Clancey Arnold, responsible for Membership Development and Engagement for the Chamber — received a standing ovation for her service, after announcing that she would be leaving the Chamber this week and moving to New Mexico to be near family.

“It has been a pleasure and a joy to serve all of you,” Arnold told the crowd. “I will miss this community and the people here.”

Creating a float for the Apple Blossom Festival in Winchester became the first order of business when President J.R. Mims hosted the first meeting of the Chamber at the historic Mimslyn Inn back in 1926.

“The main concerns of the year were to make improvements in the telephone service, roads, bridges near Luray, publicity for the area, a post office for Luray, education and condition of the schools, new business for the area, and to install lights for the town that would be on all night,” according to an excerpt taken for the evening’s program.

Originally formed from the Luray Board of Trade, the Chamber has remained focused on its mission to “uphold our core values and serve our members through collaboration, innovation, and our unwavering commitment to supporting local businesses and the community.” Today, the local Chamber of Commerce is made up of nearly 400 members that range from non-profit organizations and civic groups to mom-and-pop operations and large corporations. It’s the Chamber’s vision to “be the catalyst in the community providing a foundation for a dynamic and inclusive business community where innovation thrives, connections flourish, and opportunities are endless.”

“Business is not just an economic engine, but it’s also the life blood of the community, supporting many things like Little League and other non-profits,” said guest speaker Keith Martin, the interim president of the Virginia Chamber of Commerce. “The next 100 years will not take care of itself, you are going to have to take risks… When the founders started this, they didn’t have all the answers, but they did have a shared vision.

“Make sure you are creating opportunities so the next generation doesn’t feel like they have to leave this area,” Martin continued. “Identity matters, and it shows here…authentic, grounded and connected. I leave you with a challenge…stay engaged, support this Chamber…it needs people willing to step forward. Don’t be satisfied with how far you’ve come, but continue to build for the next generation to come.”

After a half dozen appetizer choices, a dinner of surf and turf, and blackberry cheesecake for dessert, prize packages provided by nearly 40 local businesses were given away as part of the night’s silent auction with gifts valued at thousands of dollars collectively. President Regina Hilliard thanked a multitude of businesses and local organizations that contributed to the evening’s event, and then it was time for the annual awards.

One of his most notable contributions has been through his longtime leadership with the Hawksbill Greenway Foundation. As President and a dedicated member of the foundation, he has helped lead efforts to preserve, improve, and expand one of our community’s most treasured public spaces. His leadership has supported successful fundraising initiatives, park improvements, and ongoing efforts to enhance the Greenway for residents and visitors alike. Thanks in part to his vision and dedication, the Greenway continues to serve as a place where families gather, people connect, and our community comes together.

His service extends well beyond the Greenway. Through his leadership with the Foundation for Valley Health Page Memorial Hospital, he has helped support critical healthcare initiatives that directly impact the well-being of our region. From major capital campaigns to ongoing fundraising efforts, his commitment to improving healthcare access and facilities has benefited countless families throughout Page County and beyond. His volunteer leadership has helped secure significant support for projects that will continue serving future generations for years to come.

Throughout the years, he has also remained deeply involved in numerous civic and community organizations, including the Luray Rotary Club, where he has dedicated nearly five decades of service, serving in leadership roles and continuing to give back through volunteerism and mentorship. His involvement with the Luray Police Foundation, Christ Episcopal Church, the Chamber of Commerce, and many other organizations reflects a lifelong commitment to making this community stronger through action and participation.

In addition to giving so generously of his time, he has also continually supported local nonprofits, events, and community initiatives through sponsorships and charitable contributions. But perhaps what stands out most is not simply the number of organizations he serves — it is the humility, integrity, and quiet consistency with which he serves them. He leads not for recognition or attention, but because he genuinely cares about the people and future of this community.

Those who nominated him described him as someone whose impact is lasting, whose generosity inspires others, and whose service reflects the very best of community leadership. He is a role model, a trusted leader, and someone who has helped make Page County a better place through decades of dedication and compassion.
