Grand jury indicts 19 individuals on 28 charges

LURAY, Feb. 5 — Members of a grand jury in Page County Circuit Court issued a true bill on a total of 28 indictments handed down Wednesday, Feb. 5 on charges placed among 19 individuals.

Those indicted by the Feb. 5 grand jury include:

Tonya Lynn Bible (a.k.a. Tonya Coontz), of Harrisonburg, Va., received five direct indictments on five unclassified felonies for distribution or selling for profit a Schedule I/II drug. The five offenses for drug distribution occurred on four different dates in 2024, according to court records, including July 1, Sept. 2 (two), Sept. 8 and Oct. 3. A capias bond was issued for Bible’s arrest on Feb. 5, and a capias hearing has been scheduled for 9 a.m. on Wednesday, Feb. 26, 2025.

Richard Daniel Coontz, of Timberville, Va., received four direct indictments on four unclassified felonies for the distribution or sale for profit of a Schedule I/II drug. The four offenses for drug distribution occurred on two different dates, according to court records — Sept. 8, 2024 and Oct. 3, 2024. A capias warrant has been issued for Coontz’ arrest.

Ashton Blaine Cook, of Luray, Va. was indicted on a Class 6 felony for escaping jail by force, a Class 1 misdemeanor for assault and battery, and another Class 1 misdemeanor for driving while intoxicated (DWI, second offense). The DWI and assault occurred on Nov. 9, 2024, according to court records, with an arrest on Nov. 10, 2024. The jail escape occurred on Nov. 10, 2024. Cook is scheduled to appear in court again at 9 a.m. on Thursday, Feb. 13, 2025 to appoint counsel.

Richard Henry Speas, of (no address listed), was indicted on an unclassified felony for the distribution of more than 100 grams of methamphetamines (or greater than 200 grams mixed). The offense occurred on March 8, 2024, according to court records. The defense was arrested on a capias warrant on Feb. 5, and a capias hearing has been scheduled for 9 a.m. on Thursday, Feb. 13, 2025.

Jeremie Aldo Swaidner, of Broadway, Va., received a direct indictment on an unclassified felony for the distribution or sale for profit of a Schedule I/II drug. The offense occurred on Sept. 2, 2024, according to court records. A capias warrant has been issued for Swaidner’s arrest.

Chad Gordon Morris, of Fort Defiance, Va., was indicted on a Class 5 felony for forgery (employ as true). The offense occurred on Oct. 25, 2022, according to court records, with an arrest on June 27, 2024. Morris is scheduled to appear in court again at 9 a.m. on Wednesday, Feb. 26, 2025 for a status hearing.

• Christopher Joe Huffman, of Luray, Va., was indicted on a Class 6 felony for the assault and battery of a family member (third or subsequent offense). The offense occurred on Dec. 3, 2024, according to court records, with an arrest on Dec. 4, 2024. Huffman is scheduled to appear in court again at 9 a.m. on Wednesday, Feb. 12 to appoint counsel.

• Michael William Shifflett, of Luray, Va., was indicted on a Class 6 felony for the nonviolent felony possession of a gun (more than 10 years after felony conviction). The offense occurred on July 28, 2024, according to court records, with an arrest on July 29, 2024. Shifflett is scheduled to appear in court again at 9 a.m. on Tuesday, April 22, 2025 for a hearing.

• Casey Ryan Breeden, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on June 22, 2024, according to court records. Breeden is scheduled to appear in court again at 9 a.m. on Thursday, March 6, 2025 for a hearing.

• Julie Ann Campbell, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on Oct. 7, 2024, according to court records. Campbell is scheduled to appear in court again at 9 a.m. on Wednesday, Feb. 26, 2025 for a hearing.

• Henry Easton Carrico Jr., of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on July 31, 2024, according to court records. Carrico is scheduled to appear in court again at 9 a.m. on Thursday, March 6, 2025 for a hearing.

• Dakoda Mark Eller, of Harrisonburg, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on Sept. 4, 2024, according to court records. Eller is scheduled to appear in court again at 9 a.m. on Wednesday, Feb. 26, 2025 for a hearing.

• Deborah Jean Eppard, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Nov. 4, 2024, according to court records, with an arrest on Nov. 5, 2024. Eppard is scheduled to appear in court again at 9 a.m. on Wednesday, Feb. 26, 2025 for a hearing.

• Jeffrey Michael Hite, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on July 10, 2024, according to court records. Hite is scheduled to appear in court again at 1:30 p.m. on Wednesday, April 16, 2025 for a hearing.

• Donnie Mitchel McCoy, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Aug. 16, 2024, according to court records, with an arrest on October 11, 2024. McCoy is scheduled to appear in court again at 9 a.m. on Wednesday, Feb. 12, 2025 for further proceedings.

• Paul M. Shifflett, of Shenandoah, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Feb. 15, 2024, according to court records, with an arrest on May 5, 2024. Shifflett is scheduled to appear in court again at 9 a.m. on Thursday, Feb. 13, 2025 for a hearing.

• Jonathan Michael Shrader, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Aug. 8, 2023, according to court records, with an arrest on Nov. 9, 2024. Shrader is scheduled to appear in court again at 9 a.m. on Thursday, March 6, 2025 for a hearing.

• Jeremy Lee Sours, of Shenandoah, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on Oct. 31, 2024, according to court records. Sours is scheduled to appear in court again at 9 a.m. on Wednesday, Feb. 12, 2025 for a bond hearing.

• Gregory Scott Wallace, of Fort Valley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Sept. 19, 2024, according to court records, with an arrest on Dec. 4, 2024. Wallace is scheduled to appear in court again at 9 a.m. on Thursday, March 6, 2025 for a hearing.

Grand jury hearings are held the first Wednesday of each month in Page County Circuit Court.
