Grand jury indicts 13 individuals on 21 charges, 18 drug-related

LURAY, Dec. 4 — Members of a grand jury in Page County Circuit Court issued a true bill on a total of 21 indictments handed down Wednesday, Dec. 4 on charges placed among 13 individuals.
Those indicted by the December 4 grand jury include:
• Wesley Adam Keesee, of Elkton and Shenandoah, Va., was indicted on two unclassified felonies for grand larceny (auto theft) and methamphetamine distribution (between 28-226 grams), and two Class 5 felonies for possession of Schedule I/II drugs The two unclassified felonies occurred on July 10, 2024, according to court records, with an arrest on July 14, 2024. The two drug possession charges occurred on March 10, 2024 and June 29, 2024, according to court records, with arrests on May 23, 2024 and July 10, 2024, respectively. The March 10 drug possession charge showed an address of Elkton, while the other three charges show an address of Shenandoah. Keesee is scheduled to appear in court again at 9 a.m. on Wednesday, Jan. 8, 2025 for a hearing.
• Brandi Nicole Flick, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug, a Class 1 misdemeanor for possession of a Schedule III drug, and a Class 1 misdemeanor for substituting a urine sample to defraud. All three offenses and an arrest occurred on Sept. 5, 2024, according to court records. Flick is scheduled to appear in court again at 1:30 p.m. on Monday, Dec. 9 for a hearing.
• Danielle Mari Walters Federick, of Roanoke, Va. was indicted on two unclassified felonies for two counts of possession with intent to manufacture a Schedule I/II drug. The offenses and an arrest occurred on June 5, 2024, according to court records. Federick is scheduled to appear in court again at 9 a.m. on Monday, Dec. 16, 2024 for a hearing.
• Kevin Herrera Ramos, of Beltsville, Md., was indicted on a Class 4 felony for permanently maiming another while driving while intoxicated and a Class 1 misdemeanor for driving while intoxicated (DWI – drugs, first offense). The offense and an arrest occurred on June 1, 2024, according to court records. Ramos is scheduled to appear in court again at 1:30 p.m. on Wednesday, Feb. 5, 2025 for a status hearing.
• Nathal Hagos, of Washington, D.C., was indicted on a Class 6 felony for the unauthorized use of a motor vehicle and a Class 1 misdemeanor for trespassing after being forbidden. Both offenses and an arrest occurred on May 21, 2024, according to court records. Hagos is scheduled to appear in court again at 9 a.m. on Wednesday, Jan. 8, 2025 to appoint counsel.
• Laurel Dawn Biggers, of Luray, Va., was indicted on an unclassified felony for the distribution of methamphetamine (greater than or equal to 10 grams). The offense occurred on June 27, 2024, according to court records, with an arrest on July 1, 2024. Biggers is scheduled to appear in court again at 9 a.m. on Thursday, Jan. 16, 2024 for a hearing.
• Alicia Brown Bowman, of Shenandoah, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. Both the offense and an arrest occurred on Sept. 25, 2024, according to court records. Bowman is scheduled to appear in court at 9 a.m. on Wednesday, Dec. 11, 2024, for a hearing.
• Vincent Ray Campbell, of Shenandoah, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on Sept. 13, 2024, according to court records. Campbell is scheduled to appear in court again at 9 a.m. on Thursday, Jan. 16, 2025 for a hearing.
• Ricky Doyle Gray Jr., of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on July 6, 2024, according to court records. Gray is scheduled to appear in court again at 9 a.m. on Wednesday, Jan. 8, 2025 for a hearing.
• Carrie Nicole McCoy, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on July 31, 2024, according to court records, with an arrest on Aug. 29, 2024. McCoy is scheduled to appear in court again at 9 a.m. on Wednesday, Jan. 15, 2025 for a hearing.
• Priscilla Marie Montcalm, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on July 10, 2024, according to court records. Montcalm is scheduled to appear in court again at 9 a.m. on Wednesday, Jan. 29, 2025 for a hearing.
• Dylan James O’Dell, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on June 12, 2024, according to court records, with an arrest on Aug. 4, 2024. O’Dell is scheduled to appear in court again at 9 a.m. on Wednesday, Feb. 26, 2025 for a hearing.
• David Lee Stroupe, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on Sept. 9, 2024, according to court records. Stroupe is scheduled to appear in court again at 9 a.m. on Thursday, Dec. 19, 2024 for a hearing.
Grand jury hearings are held the first Wednesday of each month in Page County Circuit Court.
