Grand jury indicts 25 individuals on a total of 56 charges

LURAY, Nov. 6 — Members of a grand jury in Page County Circuit Court issued a true bill on a total of 56 indictments handed down Wednesday, Nov. 6 on charges placed among 25 individuals.

Those indicted by the November 6 grand jury include:

• Jeffrey Wayne Shifflett Jr., of Elkton, Va., was indicted on a Class 5 felony for threatening to bomb or burn, and a Class 6 felony for extortion in writing. Both offenses occurred on Feb. 27, 2024, according to court records, with an arrest on Sept. 1, 2024. Shifflett is scheduled to appear in court again at 9 a.m. on Thursday, Dec. 5, 2024 for further proceedings.

Charles Patrick Morris, of Shenandoah, Va., was indicted on three Class 6 felonies for strangulation (wound with injury resulting), violating a protective order (with injury), and assault and battery of a family member (third or subsequent offense); and a Class 1 misdemeanor for a protective order violation. The offenses occurred on Oct. 5, 2024, according to court records, with an arrest on Oct. 6, 2024. Morris is scheduled to appear in court again at 9 a.m. on Thursday, Feb. 20, 2024 for a jury trial.

Serena Florence Reynolds (a.k.a. Ledford), of Clifton Forge, Va. (also listed as Covington, Va.), was indicted on a Class 6 felony for entering the home of a protected person (under protective order); an unclassified felony for a probation violation of a felony offense; four Class 1 misdemeanors for violating a protective order (two counts), entering property to damage, and pettit larceny of less than $200 (not from person); and two unclassified misdemeanors for probation violations. The offenses occurred on Aug. 28, 2024, according to court records, with an arrest on Oct. 9, 2024. On Nov. 21, Reynolds entered a guilty plea on all charges and was sentenced to three years (with three years suspended and three years of supervised probation) for the Class 6 felony; six months (with time served) and one year of probation for a protective order violation; 30 days (suspended) with one year of probation for the misdemeanor larceny; the enter property to damage charge was nolle prosequi (not processed); and another six months in jail (suspended) for the second protective order violation with one year of probation. Reynolds is scheduled to appear in court again at 9 a.m. on Wednesday, Dec. 4, 2024 for a revocation hearing on the probation violation charge.

Chelsea Dawn Bywaters, of Stanley, Va., was indicted on a Class 5 felony for the possession of a Scheduled I/II drug, an unclassified felony for entering a home to commit assault and battery, an unclassified felony for grand larceny (greater than $1,000 / not from person), an unclassified felony for firearm larceny (not from person), and a Class 6 felony for nonviolent felony possession of a gun within 10 years of being convicted of a felony. The drug offense occurred on Aug. 12, 2024, according to court records, while the other four offenses occurred on Aug. 8, 2024. An arrest on Aug. 12, 2024, is listed for all offenses. Bywaters is scheduled to appear in court again at 9 a.m. on Wednesday, Jan. 8, 2025 for a hearing.

Amanda June Harris, of Luray, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug, a Class 6 felony for assaulting a law enforcement officer or documented person, an unclassified felony for the distribution or sale for profit of a Schedule I/II drug, and a Class 5 felony for the sale or distribution of a Schedule III drug. The offenses and an arrest both occurred on Jan. 12, 2024, according to court records. Harris is scheduled to appear in court again at 1:30 p.m. on Wednesday, Feb. 19, 2025 for a two-hour jury trial.

Crystal Renay Stallard, of Luray, Va., was indicted on five Class 5 felonies for the possession of a Schedule I/II drug. The offenses occurred on five separate dates throughout 2024, according to court records, from February to November, with three dates in July. Arrest dates include July 25, 2024 (multiple offenses) and Oct. 9, 2024. Stallard is scheduled to appear in court again at 2:30 p.m. on Tuesday, Dec. 3, 2024 for a “specialty docket”.

Jeremy Kyle Jenkins, of Luray, Va., was indicted on two Class 5 felonies for possession of a Schedule I/II drug, a Class 6 felony for the possession of a gun while in possession of a Schedule I/II drug, two Class 1 misdemeanors for unauthorized possession of drug paraphernalia, and another Class 1 misdemeanor for driving while intoxicated (DWI/drugs). All of the offenses and an arrest both occurred on March 28, 2024, according to court records. Jenkins is scheduled to appear in court again at 9 a.m. on Thursday, May 8, 2025 for a one-day jury trial.

• Shyana Nicole Louise Henry, of Luray, Va., was indicted on two Class 6 felonies for child abuse (disregard for life) and driving while intoxicated (DWI-3rd or subsequent offense). The offenses and an arrest occurred on Aug. 28, 2024, according to court records. Henry is scheduled to appear in court again at 9 a.m. on Thursday, Jan. 30, 2025 for sentencing.

• William Lee Stroupe (a.k.a. “Billy”), of Luray, Va., was indicted on an unclassified felony for grand larceny (auto theft). The offense occurred on April 26, 2023, according to court records, with an arrest on May 1, 2024. Stroupe is scheduled to appear in court again at 9 a.m. on Thursday, Dec. 19, 2024 for a hearing.

• Timothy Andrew Miller, of Luray, Va., was indicted on an unclassified felony for grand larceny. The offense occurred on April 26, 2023, according to court records, with an arrest on May 4, 2024. Miller is scheduled to appear in court again at 9 a.m. on Thursday, Dec. 19, 2024 for a hearing.

• Ashley Brittiny Nicole Foster, of Luray, Va., was indicted on a Class 5 felony for abduction by force or intimidation. The offense and an arrest occurred on June 5, 2024, according to court records. Foster is scheduled to appear in court again at 9 a.m. on Thursday, Dec. 5, 2024 for a hearing.

• Floyd Lee Rodgers Jr., of Luray, Va., was indicted on two Class 5 felonies for possession of a Schedule I/II drug. One offense and an arrest occurred on June 24, 2024, according to court records, while the other offense occurred on Nov. 17, 2023, with an arrest on Jan. 29, 2024. Rodgers is scheduled to appear in court again at 9 a.m. on Wednesday, Dec. 4, 2024 for a hearing.

• Jacob James Gonzales, of Timberville, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug, and a Class 1 misdemeanor for carrying a concealed weapon (without a permit). Both offenses and an arrest occurred on June 1, 2024. He was also indicted on an unclassified misdemeanor for failure to appear in court. Gonzales was last scheduled to appear in court at 9 a.m. on Wednesday, Nov. 13, 2024, for a hearing.

• Gary Franklin Freed, of Luray, Va., was indicted on an unclassified felony for the distribution or sale for profit of a Schedule I/II drug, and a Class 2 misdemeanor for not having a driver’s license. Both offenses and an arrest occurred on Aug. 26, 2024, according to court records. Freed is scheduled to appear in court again at 9 a.m. on Thursday, Dec. 5, 2024 for a hearing.

• Richard Floyd Clark, of Powhatan, Va., was indicted on a Class 6 felony for felony possession of a weapon (ammunition, not gun). The offense and an arrest occurred on June 7, 2024, according to court records. A capias warrant for Clark’s arrest has been issued.

• Samantha Marie Dillon, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on June 3, 2024, according to court records. Dillon is scheduled to appear in court again at 9 a.m. on Wednesday, Dec. 18, 2024 for further proceedings.

• Aaron Scott McAlister, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on April 3, 2024, according to court records, with an arrest on April 23, 2024. McAlister is scheduled to appear in court again at 9 a.m. on Thursday,Dec. 19, 2024 for a hearing.

• Edward Ray Morrison, of Dayton, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on July 12, 2024, according to court records. Morrison is scheduled to appear in court again at 9 a.m. on Thursday, Dec. 5, 2024 for a hearing.

• Kristine Renee Purdham, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on May 10, 2023, according to court records. On Nov. 21, Purdham received a deferred disposition entered for a first offender charge. A revocation hearing was held Nov. 18.

• Jeffrey Lee Smith Sr., of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on July 31, 2024, according to court records, with an arrest on Aug. 27, 2024. Smith is scheduled to appear in court again at 9 a.m. on Wednesday, Jan. 8, 2025 for a hearing.

• Timothy Neal Smith, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on Aug. 16, 2024, according to court records. Smith is scheduled to appear in court again at 9 a.m. on Thursday, Dec. 5, 2024 for a hearing.

• Travis Aaron Sprouse, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on June 8, 2024, according to court records, with an arrest on June 17, 2024. Sprouse is scheduled to appear in court again at 9 a.m. on Wednesday, Dec. 18, 2024 for a hearing.

• Mark Allen Weaver, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on Feb. 23, 2024, according to court records. Weaver is scheduled to appear in court again at 1:30 p.m. on Thursday, Jan. 30, 2025 for a four-hour jury trial.

• Eugene Franklin Williams Jr., of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on May 24, 2024, according to court records. Williams is scheduled to appear in court again at 9 a.m. on Thursday, Dec. 19, 2024 for a hearing.

• Tyrone Thomas Starks, of Luray, Va., was indicted on a Class 1 misdemeanor for driving under a revoked or suspended driver’s license. The offense occurred on Aug. 3, 2024, according to court records. Starks is scheduled to appear in court again at 9 a.m. on Wednesday, Dec. 11, 2024 for a hearing.

Grand jury hearings are held the first Wednesday of each month in Page County Circuit Court.
