NOTICE OF PUBLIC HEARINGS, INTENTION TO VACATE PUBLIC
RIGHT-OF-WAY, AND PROPOSED DISPOSITION OF PUBLIC PROPERTY

NOTICE is hereby given pursuant to Virginia Code §§ 15.2-1800(B), 15.2-1813, and 15.2-2006, as amended, that the Luray Town Council shall hold public hearings on Monday, May 11, 2026, at 7:00 p.m. in the Luray Town Council Chambers located at 45 East Main Street in the Town of Luray, Virginia.

Public comment may also be submitted until 12:00 P.M. on May 11, 2026, through any of the following means: Email: bchrisman@townofluray.com; Mail: Luray Town Manager, Post Office Box 629, Luray, Virginia, 22835; Hand delivery: Place in the exterior DROP BOX in the alcove located at the front of the Town’s offices facing Main Street; or Phone: (540)743-5511. All comments must include the commentor’s name and address to be read aloud at the hearings. These hearings may be viewed live online through the Livestream Meetings link at townofluray.com. All normal Rules of Procedure will be followed.

The purpose of the hearings is to receive public comment on the following:

  1. Hub Development, LLC (“Hub”), has asked the Town to vacate the portion of South Alley (the “Alley”) beginning near the Alley’s intersection with Virginia Avenue in front of the parcel identified as Tax Map No. 42A11-A-154A and continuing through the Alley’s intersection with the right-of-way owned by Norfolk Southern Railway. The vacation would be conditioned upon the development of real property owned by Hub that adjoins the Alley, including dedication of a new public right-of-way from Virginia Avenue across Tax Map No. 42A11-A-190 that will be roughly coterminous with the vacated portion of the Alley. If the request is granted, the Town will divest any current or future public interest in the Alley other than the right of access for public utilities.
  2. Hub has asked the Town to convey any interest it may have in the vacated portion of the Alley arising from the Town’s ownership of the adjoining parcel identified as Tax Map No. 42A11-A-154A. The proposed disposition would involve the execution of a quitclaim deed conveying the Town’s interest in the vacated portion of the Alley to Hub. As part of the development of its adjacent property, Hubb will dedicate a new public right-of-way from Virginia Avenue across Tax Map No. 42A11-A-190 that will be roughly coterminous with the vacated portion of the Alley.

All interested persons may appear and present their views. Copies of the vacation request, plat displaying the area to be vacated, and quitclaim deed are available at the Town of Luray’s Office, 45 East Main Street, Luray, Virginia. These items may be viewed between the hours of 8 a.m. and 5 p.m. Monday – Friday, and may also be found online at the Town’s website www.townofluray.com.
