LURAY — On Monday, July 20, 2026, at approximately 4:30 [a.m.], the Page County Sheriff’s Office Investigation’s Division received a request for assistance from Rockingham County Sheriff’s Office, in reference to an alleged abduction and rape investigation.
It was reported that the alleged abduction occurred in Rockingham County, and the alleged rape occurred in Page County.
During the investigation, the suspect, identified as Shawn Seal, 34, of Luray, was located at the Valley Mountain Motel parking lot in Shenandoah. When investigators approached, Seal fled the area with deputies initiating a pursuit that led into Rockingham County from Page County.
The suspect’s vehicle was stopped on I-81 by Rockingham County Sheriff’s Office and Virginia State Police units. Seal was taken into custody after a brief stand-off.
In addition to charges by other jurisdictions/agencies, Seal has been charged by the Page County Sheriff’s Office with the following offenses:
§18.2-47 – Abduction
§18.2-61 – Rape
§ 18.2-67.3 – Aggravated Sexual Battery
§ 46.2-817 – Eluding
Currently, additional charges are pending further investigation.
