Gunman arrested after Thursday’s shooting leaves one dead, one seriously injured

SHENANDOAH — On July 21, 2022 Page County Emergency Communications Center received a call reporting a shooting in the area of 225 Buzzard View Place, Shenandoah, Va. The caller reported that two people had been shot.

Page County Sheriff’s Office deputies, the Shenandoah Police Department, Virginia State Police, the Elkton Police Department, the Luray Police Department, and the Rockingham County Sheriff’s Office all responded to the scene.

Upon the arrival of deputies, they located the first victim Jay Scott Campbell, 53, deceased in a pick-up truck on the roadway near 225 Buzzard View Place. Campbell had suffered multiple gunshot wounds. His body was transported to the Office of the Chief Medical Examiner, Northern District, for an autopsy.

A second victim, was later located in the area of Wildwood Lane with multiple gunshot wounds and was airlifted to a trauma center with life-threatening injuries.

The suspect identified as Scott Simandl, 47, was apprehended on scene without incident.

The Page County Sheriff’s Office Criminal Investigations Division was assisted by the Virginia State Police Division II Bureau of Criminal Investigations, the Office of the Chief Medical Examiner, and Virginia Department of Game and Inland Fisheries.

Simandl has been charged with the following:

  • One count of first degree murder (§18.2-32);
  • One count of aggravated malicious wounding (§18.2-51.2);
  • Two counts of use of a firearm in the commission of a felony (§18.2-53.1)

Simandl was held without bond.

The investigation is still very fluid and ongoing, and additional charges are pending investigation.
