Luray man indicted for rape; Elkton man indicted on a dozen charges for family incident

October grand jury issues 50 indictments against 21 individuals

LURAY, Oct. 1 — Members of a grand jury in Page County Circuit Court issued a true bill on a total of 50 indictments handed down Wednesday, Oct. 1 on charges placed among 21 individuals.

Those indicted by the Oct. 1 grand jury include:

Keith Martin Blosser, of Luray, Va., was indicted on an unclassified felony for rape by force. The offense occurred on Feb. 28, 2025, according to court records, with no arrest date listed. Blosser is scheduled to return to court at 9 a.m. on Wednesday, Oct. 22, 2025 for a status hearing.

Bradley Scott Ritchie, of Elkton and Shenandoah, Va., was indicted on a Class 6 felony for making a threat in writing, another Class 6 felony for violating a protective order by stalking, and two counts of a Class 1 misdemeanor for violating a protective order. Ritchie also received eight direct indictments for a series of Class 1 misdemeanors related to two counts of assault and battery of a family member (a third count was charged, but no indictment was presented on Oct. 1), one count of destruction of property with intent (valued at less than $1,000), and five counts of a protective order violation. The series of protective order violations, including stalking, occurred between Aug. 14 and Aug. 17, 2025, according to court records, with an arrest date of Aug. 18, 2025. The assault and battery charges preceded those violations on Dec. 1, 2024 and June 10, 2025, according to court records. There was no arrest date for the first offense, but an arrest date of June 16, 2025 was listed for the second. The destruction of property charge had the same June dates for the offense and an arrest. The threat in writing occurred on Oct. 4, 2024, according to court records, with no arrest date listed. Ritchie is scheduled to appear in court again on all charges at 9 a.m. on Wednesday, Nov. 5, 2025 for a status hearing.

Candice Renee Dinges, of Stanley, Va. was indicted on two Class 5 felonies for possession of a Schedule I/II drug and a Class 6 felony for cruelty or injury to a child through labor. The cruelty charge and the second drug possession charge occurred on June 10, 2025, according to court records, with no arrest date listed. The first drug charge occurred on May 11, 2025, according to court records, with an arrest date of June 11, 2025. No future court dates have been listed.

Edward Louis Kirby III, of Luay, Va., was indicted on a Class 6 felony for child abuse (disregard for life) and a Class 4 misdemeanor for public intoxication. Both offenses and an arrest occurred on July 31, 2025, according to court records. Kirby is scheduled to appear in court again at 9 a.m. on Wednesday, Feb. 18, 2026 for a jury trial.

Christopher Laquon Jackson, of Charlottesville, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug; two Class 6 felonies for possession of a gun (on person) while in possession of a Schedule I/II drug and violent felon possession and/or transport of a weapon; and three Class 1 misdemeanors for carrying a concealed firearm (without a permit), fleeing from law enforcement, and obstruction of justice/resisting arrest by threat or force. All offenses occurred on June 12, 2025, according to court records, with an arrest on the same date for all three misdemeanors. One weapons charge shows a July 23, 2025 arrest date, while the other weapons charge and the drug possession charge show an August 30, 2025 arrest date. Jackson is scheduled to appear in court again at 9 a.m. on Wednesday, Nov. 12, 2025 for a hearing.

Tyrone Maurice Williams, of Luray, Va., received three direct indictments for three unclassified felonies for the distribution or sale for profit of a Schedule I/II drug. The offenses occurred on May 27, May 30 and June 1 of 2025, according to court records, with no arrest date listed. A capias warrant was issued for Williams’ arrest on Oct. 1, and he is listed as a fugitive. Williams is also listed as a fugitive on four other charges for probation violation.

• Nicholas Zane Mayes, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug, a Class 6 felony for possession of a gun (on person) while in possession of a Schedule I/II drug, and a Class 1 misdemeanor for carrying a concealed firearm (without a permit). All three offenses and an arrest occurred on Nov. 20, 2024, according to court records. Mayes is scheduled to appear in court again at 9 a.m. on Wednesday, Nov. 19, 2025 for a hearing.

• Seth Charles Elliott, of Broadway, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug, and two Class 1 misdemeanors for unauthorized possession of drug paraphernalia and obstruction/resisting arrest by threat or force. All three offenses and an arrest occurred on June 2, 2025, according to court records. Elliott is scheduled to appear in court again at 9 a.m. on Wednesday, Nov. 5, 2025 for a status hearing.

• Rane Aquene Rovinsky, of Luray, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug, a Class 1 misdemeanor for driving under a revoked or suspended license, and a Class 2 misdemeanor for eluding or disregarding police. All three offenses and an arrest occurred on June 20, 2025, according to court records. Rovinsky is scheduled to appear in court again at 9 a.m. on Wednesday, Dec. 10, 2025 for a hearing.

• Chavez Eliseo Benitez, of Timberville, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug, and a Class 1 misdemeanor for driving while his operator’s license was revoked or suspended. Both offenses and an arrest occurred on April 20, 2025, according to court records. Benitez is scheduled to appear in court again at 9 a.m. on Wednesday, Oct. 22, 2025 for a hearing.

• Victoria Lynn Deavers, (a.k.a. Victoria L. Hartman) of Fulks Run, Va., was indicted on a Class 6 felony for non-violent felon possession of a gun within 10 years of being convicted of a felony, and a Class 1 misdemeanor for driving while intoxicated (DWI – drugs, fist offense). Both offenses and an arrest occurred on July 31, 2025, according to court records. Deavers is scheduled to appear in court again at 9 a.m. on Wednesday, Oct. 22, 2025 for a hearing.

• Cheyana Morgan Buracker, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on June 2, 2025, according to court records. Buracker is scheduled to appear in court again at 9 a.m. on Wednesday, Oct. 29, 2025 for a hearing.

• Samantha Marie Dillon, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on April 15, 2025, according to court records, with an arrest on April 18, 2025. Dillon is scheduled to appear in court again at 9 a.m. on Wednesday, Nov. 5, 2025 for a status hearing.

• Terry Lee Dodson II , of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on July 12, 2025, according to court records. Dodson is scheduled to appear in court again at 1:30 p.m. on Monday, Dec. 22, 2025 for a jury trial.

• Kandace Nicole Fleenore, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on July 12, 2025, according to court records. Fleenore is scheduled to appear in court again at 9 a.m. on Wednesday, Dec. 10, 2025 for a hearing.

• James Lee Foltz Jr., of Stanley, Va., was indicted on an unclassified felony for possession with intent to manufacture a Schedule I/II drug. The offense and an arrest occurred on June 10, 2025, according to court records. Foltz is scheduled to appear in court again at 9 a.m. on Wednesday, Oct. 22, 2025 for a hearing.

• Jason Allen Foltz, of Shenandoah, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on June 10, 2025, according to court records. Foltz is scheduled to appear in court again at 9 a.m. on Tuesday, Dec. 2, 2025 for a four-hour jury trial.

• Tommy Lee Good, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on June 6, 2025, according to court records. Good is scheduled to appear in court again at 9 a.m. on Wednesday, Oct. 29, 2025 for a hearing.

• Drema Lorine Harbinson, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on March 22, 2025, according to court records, with an arrest on March 26, 2025. Harbinson was appointed counsel on Oct. 8 and given a deferred disposition as a first-time offender. Harbinson is scheduled to appear in court again at 9 a.m. on Oct. 13, 2027 for case review.

• Wesley Aaron Mitchell, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on July 12, 2025, according to court records. Mitchell is scheduled to appear in court again at 9 a.m. on Wednesday, Nov. 5, 2025 for further proceedings.

• Carroll Anthony Stillwell, (a.k.a. Anthony Stillwell Tony) of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on April 16, 2025, according to court records, with an arrest on July 13, 2025. Stillwell entered a guilty plea on Oct. 15 and was sentenced to four years in the penitentiary, with three years and nine months suspended, and two years of supervised probation upon his release.

Grand jury hearings are held the first Wednesday of each month in Page County Circuit Court.
