Grand jury indicts Shenandoah woman for animal torture during March session

Grand jury indicts 15 individuals on 19 charges

LURAY, March 5 — Members of a grand jury in Page County Circuit Court issued a true bill on a total of 19 indictments handed down Wednesday, March 5 on charges placed among 15 individuals.

Those indicted by the March 5 grand jury include:

Sarah Beth Maiden, of Shenandoah, Va., was indicted on a Class 6 felony for torturing an animal to the point of causing death. The offense occurred on Oct. 24, 2024, according to court records, with an arrest on Oct. 28, 2024. General District Court Judge Kenneth Alger II certified the case to the circuit court grand jury on Feb. 13 after hearing testimony in a preliminary hearing. Maiden is scheduled to appear in circuit court again at 9 a.m. on Monday, June 30, 2025 for any pre-trial motions that may be filed on her behalf by defense attorney Scott Hansen. A one-day jury trial has been set for 9 a.m. on Monday, July 21, 2025.

Garland Ray Good, of Stanley, Va., was indicted on a Class 5 felony for abduction by force or intimidation, a Class 6 felony for suffocation, and a Class 1 misdemeanor for the assault and battery of a family member. All three offenses occurred on Dec. 30, 2024, according to court records, with an arrest on Jan. 18, 2025. Good is scheduled to appear in court again at 10 a.m. on Monday, March 10, 2025 for a hearing.

Robert Lysander Green Jr., of Luray, Va. was indicted on a Class 6 felony for assaulting a law enforcement officer or documented person, and a Class 1 misdemeanor for obstruction or resisting arrest without force. Both offenses and an arrest occurred on Oct. 25, 2024, according to court records. Green is scheduled to appear in court again at 9 a.m. on Wednesday, April 30, 2025 for a four-hour jury trial.

Nichole Lucas Wood, of Luray, Va. was indicted on an unclassified felony for possession with intent to manufacture a Schedule I/II drug. The offense and an arrest occurred on Feb. 20, 2024, according to court records. Wood is scheduled to appear in court again at 9 a.m. on Wednesday, April 16, 2025 for a hearing.

Jasma Nicole Bowman, of Elkton, Va., was indicted on an unclassified felony for the distribution or sale for profit of a Schedule I/II drug. The offense occurred on Sept. 3, 2024, according to court records, with an arrest on Sept. 4, 2024. Bowman is scheduled to appear in court again at 9 a.m. on Wednesday, June 4, 2025 for a status hearing.

Matthew Isaiah Belford, of Luray, Va., was indicted on a Class 5 felony for “distribution to accommodate” a Schedule I/II drug. The offense and an arrest occurred on Nov. 2, 2024, according to court records. Belford is scheduled to appear in court again at 1:30 p.m. on Wednesday, May 7, 2025, for a status hearing.

• Colin James Anderson, of Stanley, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug, and a Class 1 misdemeanor for driving while intoxicated (DWI-drugs, first offense). Both offenses and an arrest occurred on June 30, 2024, according to court records. Anderson is scheduled to return to court at 9 a.m. on Thursday, March 13, 2025 for further proceedings.

• Brian Lee Harden, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Oct. 8, 2024, according to court records, with an arrest on Nov. 29, 2024. Harden is scheduled to appear in court again at 9 a.m. on Wednesday, April 16, 2025 for a hearing.

• Joshua Raymond Jenkins, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Nov. 7, 2024, according to court records, with an arrest on Jan. 21, 2025. Jenkins is scheduled to appear in court again at 9 a.m. on Wednesday, June 18, 2025 for a hearing.

• Karisa Michelle Jones, of Aquia, Va., received a direct indictment on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on April 30, 2023, according to court records, with an arrest on May 8, 2024. Jones is scheduled to appear in court again at 9 a.m. on Wednesday, March 12, 2025 for a bond hearing.

• Andrew Wayne Knight, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Dec. 11, 2024, according to court records, with an arrest on Dec. 12, 2024. Knight is scheduled to appear in court again at 9 a.m. on Wednesday, March 19, 2025 for a hearing.

• Samantha Jo Miller, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on July 1, 2024, according to court records, with an arrest on Aug. 4, 2024. Miller is scheduled to appear in court again at 9 a.m. on Monday, March 10, 2025 for a bond hearing. The next court date is set for 1:30 p.m. on Monday, May 19, 2025 for another hearing.

• Safari B. Mills, of Ruckersville, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on April 28, 2024, according to court records, with an arrest on July 2, 2024. Mills is scheduled to appear in court again at 9 a.m. on Wednesday, April 2, 2025 for a hearing.

• Kimberley Ann Perry, of Front Royal, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on Dec. 12, 2024, according to court records. Perry is scheduled to appear in court again at 9 a.m. on Wednesday, March 19, 2025 for a hearing.

• Dwayne Allen Rosser, of Front Royal, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on July 9, 2024, according to court records. Rosser is scheduled to appear in court again at 9 a.m. on Thursday, March 13, 2025 to appoint counsel.

Grand jury hearings are held the first Wednesday of each month in Page County Circuit Court.
