Luray man charged with 10 counts of strangulation among May indictments

Malicious assault, child abuse, animal torture among 42 charges

LURAY, May 7 — Members of a grand jury in Page County Circuit Court issued a true bill on a total of 42 indictments handed down Wednesday, May 7 on charges placed among 20 individuals.

Those indicted by the May 7 grand jury include:

Keith Martin Blosser, of Luray, Va., was indicted on 10 counts of wounding by strangulation in which injury results, a Class 6 felony. Blosser was also indicted on a Class 5 felony for abduction by force or intimidation, and a Class 1 misdemeanor for the assault and battery of a family member. All offenses occurred on Feb. 28, 2025, according to court records, with an arrest on March 1, 2025. Blosser is scheduled to appear in court again at 1:30 p.m. on Wednesday, June 25, 2025 for a trial.

Shelby Rae Fuqua, of Shenandoah, Va., was indicted on a Class 2 felony for a malicious assault in which the victim was injured. The offense occurred on Dec. 31, 2024, according to court records, with an arrest on Jan. 3, 2025. Fuqua is scheduled to appear in court again at 9 a.m. on Wednesday, July 16, 2025 for a status hearing.

Nikolas Alexander Tolson, of Luray, Va. was indicted on a Class 2 felony for malicious assault in which the victim was injured. The offense and an arrest occurred on Jan. 17, 2025, according to court records. Tolson is scheduled to appear in court again at 9 a.m. on Wednesday, July 30, 2025 for any pretrial motions that may be filed. A one-day jury trial is set for 9 a.m. on Tuesday, Aug. 26, 2025.

Carrie Nicole McCoy, of Stanley, Va. was indicted on a Class 5 felony for the possession of a Schedule I/II drug, a Class 6 felony for cruelty or injuring a child through labor, and a Class 1 misdemeanor for driving while intoxicated (DWI – drugs, first offense). All three offenses and an arrest occurred on Dec. 23, 2024, according to court records. McCoy is scheduled to return to court at 9 a.m. on Wednesday, June 11, 2025, for a hearing.

Skylar Nicole Smith, of Stephens City, Va., was indicted on a Class 6 felony for cruelty or injuring a child through labor, and a Class 1 misdemeanor for driving while intoxicated (DWI – first offense). The offenses occurred on Dec. 12, 2024, according to court records, with an arrest on Dec. 13, 2024. Smith is scheduled to appear in court again at 9 a.m. on Tuesday, Sept. 30, 2025 for a one-day jury trial.

Angela Magaly Aragon Dubon, of Shenandoah, Va., was indicted on a Class 6 felony for child abuse or disregard for life, and a Class 1 misdemeanor for fleeing from law enforcement. Both offenses and an arrest occurred on March 19, 2025. Aragon Dubon is scheduled to appear in court again at 9 a.m. on Wednesday, May 21, 2025 for a status hearing.

• Eric Daniel Baker, of Stanley, Va., was indicted on a Class 6 felony for the assault and battery of a family member (third or subsequent offense). The offense occurred on Dec. 28, 2024, according to court records, with an arrest on March 18, 2025. Baker is scheduled to appear in court again at 9 a.m. on Monday, May 19, 2025 for a hearing.

• Ricky Lee Cook Jr., of Luray, Va., was indicted on a Class 5 felony for entering a house to commit assault and battery, a Class 1 misdemeanor for indecent exposure, a Class 1 misdemeanor for simulated masturbation, a Class 1 misdemeanor for disorderly conduct, and a Class 4 misdemeanor for intoxication in public. All offenses and an arrest occurred on Oct. 22, 2024, according to court records. Cook is scheduled to appear in court again at 9 a.m. on Wednesday, May 21, 2025 for a status hearing.

• Michael Alan Clapper, of Shenandoah, Va., was indicted on a Class 6 felony for the torture or maiming of a dog or cat. The offense occurred on Nov. 21, 2024, according to court records, with an arrest on Nov. 23, 2024. Clapper is scheduled to appear in court again at 9 a.m. on Wednesday, July 16, 2025 for a hearing.

• Karl Forrest Davis, of Boyce, Va., was indicted on an unclassified felony for the manufacturing or distribution of a Schedule I/II drug (second offense), and a Class 5 felony for the possession of a Schedule I/II drug. The distribution charge and an arrest occurred on July 10, 2024, according to court records, while the possession charge and an arrest occurred on July 11, 2024. Davis is scheduled to appear in court again at 9 a.m. on Thursday, June 12, 2025 for a status hearing.

• Kevin Alexander Castellanos, of Memphis, Tenn., was indicted on two Class 5 felonies for possession of a Schedule I/II drug. The offenses occurred on Jan. 22, 2025, according to court records, with an arrest on Jan. 23, 2025. Castellanos is scheduled to appear in court again at 9 a.m. on Wednesday, Aug. 13, 2025 for a hearing.

• Pricilla Candace Fox, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug, and a Class 1 misdemeanor for obstruction or resisting arrest without force. The drug offense occurred on Oct. 23, 2024, according to court records, with an arrest on Dec. 1, 2024. The obstruction offense and an arrest occurred on March 4, 2025, according to court records. Fox is scheduled to appear in court again at 1:30 p.m. on Thursday, May 29, 2025 for a hearing.

• Richard Lee Arnold, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Oct. 16, 2024, according to court records, with an arrest on Dec. 18, 2024. Arnold is scheduled to appear in court again at 9 a.m. on Thursday, June 12, 2025 for a hearing.

• Jessica Elizabeth Balkon, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on Sept. 27, 2024, according to court records. Balkon is scheduled to appear in court again at 9 a.m. on Thursday, June 12, 2025 for a hearing.

• Charles Francis Brennan, of Nokesville, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on Dec. 28, 2024, according to court records. Brennan is scheduled to appear in court again at 9 a.m. on Thursday, June 12, 2025 for a hearing.

• Jacob Allen Foltz, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Nov. 7, 2024, according to court records, with an arrest on Feb. 3, 2025. Foltz is scheduled to appear in court again at 9 a.m. on Monday, May 19, 2025 for a status hearing.

• Marty Ray Good, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Nov. 7, 2024, according to court records, with an arrest on Dec. 19, 2024. Good is scheduled to appear in court again at 9 a.m. on Wednesday, June 11, 2025 for a hearing.

• Robert Lysander Green Jr., of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Jan. 28, 2025, according to court records, with an arrest on Jan. 29, 2025. Green is scheduled to appear in court again at 9 a.m. on Thursday, June 12, 2025 for a hearing.

• Dylan Grant Griffin, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on Feb. 11, 2025, according to court records. Griffin is scheduled to appear in court again at 9 a.m. on Wednesday, June 11, 2025 for a hearing.

• Jeffrey Scott Kibler, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on July 15, 2024, according to court records, with an arrest on Feb. 5, 2025. Kibler is scheduled to appear in court again at 9 a.m. on Wednesday, May 28, 2025 for a hearing.

Grand jury hearings are held the first Wednesday of each month in Page County Circuit Court.
