Shenandoah ends dispute with Old Mill

HISTORY train Luray

April 18, 1991 — The Town of Shenandoah voted last week to spend no more money in its on- going battle with Elwin Laughlin, owner of the Old Mill Building.

A court order states that unless the town chooses to demolish the structure and bill Laughlin for the cost, Laughlin must tear down the building’s walls to a height of 10 feet and place a chain link fence around the remains.
