Shenandoah man indicted on dozen felonies for abduction, child abuse, malicious wounding

June grand jury session also indicts Elkton man for construction fraud

LURAY, June 4 — Members of a grand jury in Page County Circuit Court issued a true bill on a total of 28 indictments handed down Wednesday, June 4 on charges placed among 14 individuals.

Those indicted by the June 4 grand jury include:

Jesse William Weakley Jr., of Shenandoah, Va., was indicted on three Class 5 felonies for abduction by force or intimidation, six additional Class 5 felonies for malicious wounding, a Class 6 felony for child abuse (disregard for life), a Class 6 felony for destruction of property with intent (valued at greater than or equal to $1,000), and a Class 1 misdemeanor for reckless driving (endangering life, limb or property). All 12 offenses and an arrest occurred on April 22, 2025, according to curt records. Weakley is scheduled to appear in court again at 9 a.m. on Wednesday, July 23, 2025 for a hearing.

Jared Daniel Moore, of Elkton, Va., was indicted on two unclassified felonies for two counts of receiving advance pay for construction without doing the work (valued at more than $1,000 each). One offense occurred on July 1, 2023, according to court records, with a second on Nov. 1, 2023. Court records show an arrest on both counts on Oct. 16, 2024. Moore is scheduled to appear in court again at 9 a.m. on Wednesday, Sept. 3, 2025, for a hearing.

Todd Aaron Shifflett, of Stanley, Va. was indicted on a Class 6 felony for the destruction of property (monument) and a Class 1 misdemeanor for assault and battery. The destruction offense occurred on Sept. 9, 2024, according to court records, with an arrest on Nov. 15, 2024. The assault offense occurred on Dec. 27, 2024, according to court records, with an arrest on Jan. 5, 2025. Shifflett was scheduled to appear in court again at 9 a.m. on Wednesday, June 11 for a bond hearing. He is also scheduled for a jury trial at 9 a.m. on Tuesday, Aug. 19, 2025.

Stuart Battenfield Tingler, of Millboro, Va. was indicted on a Class 6 felony for the assault and battery of a family member (third or subsequent offense). The offense occurred on Aug. 27, 2024, according to court records, with an arrest on Dec. 7, 2024. Tingler is scheduled to appear in court again at 9 a.m. on Wednesday, Aug. 13, 2025 for a hearing.

Matthew Isaiah Belford, of Luray, Va., was indicted on an unclassified felony for the distribution of methamphetamine (mix – greater than 10 grams) and a Class 5 felony for the possession of a Schedule I/II drug. Both offenses and an arrest occurred on Feb. 9, 2025, according to court records. Belford is scheduled to appear in court again at 9 a.m. on Wednesday, Aug. 20, 2025 for a hearing.

Brandon Lee Breeden, of Elkton, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug. The offense occurred on May 30, 2024, according to court records, with an arrest on July 1, 2024. Breeden is scheduled to appear in court again at 9 a.m. on Wednesday, July 9, 2025 for a hearing.

• Timothy Hayward Davis, of Shenandoah, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on March 7, 2025, according to court records. Davis is scheduled to appear in court again at 9 a.m. on Wednesday, July 23, 2025 for a hearing.

• Lorene Jane Groves, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on Jan. 29, 2025, according to court records. Groves was scheduled to appear in court again at 9 a.m. on Wednesday, June 11 to appoint counsel.

• James Martin Rosser, of Stanley, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug. The offense occurred on Dec. 13, 2024, according to court records, with an arrest on Dec. 15, 2024. Rosser is scheduled to appear in court again at 9 a.m. on Wednesday, July 23, 2025 for a hearing.

• Rhonda Denise Strawderman, of Stanley, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug. The offense and an arrest occurred on Dec. 18, 2024, according to court records. Strawderman was scheduled to appear in court again at 9 a.m. on Wednesday, June 11 for a hearing.

• Terri Elizabeth Wallace (a.k.a. Terri Foltz), of Luray, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug. The offense and an arrest occurred on Oct. 21, 2024, according to court records. Wallace is scheduled to appear in court again at 9 a.m. on Wednesday, July 16, 2025 for a hearing.

• Christopher Joseph Wright, of Shenandoah, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Dec. 8, 2024, according to court records, with an arrest on Jan. 13, 2025. Wright is scheduled to appear in court again at 9 a.m. on Wednesday, July 9, 2025 for a hearing.

• Jessica Karey Jenkins, of Elkton, Va., was indicted on a Class 6 felony for felony possession of a weapon (ammunition – not gun). The offense and an arrest occurred on Feb. 10, 2025, according to court records. Jenkins was scheduled to appear in court again at 9 a.m. on Wednesday, June 11, 2025 for a hearing.

• William David Lewter, of Timberville, Va., was indicted on a Class 6 felony for a registration violation (not Tier III – second offense). The offense occurred on Sept. 5, 2024, according to court records, with an arrest on Jan. 30, 2025. Lewter is scheduled to appear in court again at 9 a.m. on Wednesday, Aug. 20, 2025 for a hearing.

Grand jury hearings are held the first Wednesday of each month in Page County Circuit Court.
