Two candidates step forward for Shenandoah Council seat, deadline looms on Friday, Aug. 18

SHENANDOAH, Aug. 14 — With four days remaining before the cutoff for candidates, two Shenandoah residents have gotten their signatures and completed the paperwork necessary to appear on the Nov. 7 ballot for the special election to fill a vacancy on the Shenandoah Council.

Christopher M. Reisinger and Brenda Frazier Haggett have submitted paperwork to Page County Voter Registrar Carol Gaunt. A third candidate has contacted the registrar, but had not completed the paperwork as of late last week.

Candidates for the vacant council seat will need to submit a petition with 50 signatures, along with a Declaration of Candidacy and a Qualification of Candidacy form, to the county voter registrar before the filing deadline on Friday, Aug. 18.

The Shenandoah Council will be down one member through the rest of 2023 after the remaining members decided to bypass a six-month appointment to fill the vacancy in lieu of encouraging town residents to run for the office in a special election on Nov. 7.

Russell J. Comer Jr., who has served multiple terms on the Shenandoah Council, was elected to his most recent four-year term in November of 2020. Comer resigned from the Council effective June 30, 2023; leaving a vacancy for the remainder of his term, which runs through Dec. 31, 2024.

At its July 11 meeting, the Shenandoah Council adopted a resolution directing newly appointed Town Attorney Daniel P. Rose of Litten & Sip to petition the Page County Circuit Court to “issue a writ of election and order that a special election be held on the date of the next general election.”

Haggett barely missed a council seat in last fall’s election, as she fell only 24 votes behind incumbent Lynn Fox in a four-way race for three seats. Hagget drew 325 votes, to Fox’s 349.

While the Nov. 7 special election will fill the final year of Comer’s current term, the council position will be back on the ballot in the fall of 2024 for a full four-year term.
