January grand jury issues 23 indictments against 13 individuals

LURAY, Jan. 7 — Members of a grand jury in Page County Circuit Court issued a true bill on a total of 23 indictments handed down Wednesday, Jan. 7 on charges placed among 13 individuals.

Those named individuals indicted by the Jan. 7 grand jury include:

Ryan James Starcher, of Elkton, Va., was indicted on a Class 6 felony for possession of child pornography and five Class 5 felonies for five additional counts of the same charge being a second or subsequent offense. All offenses occurred on Feb. 16, 2024, according to court records, with an arrest on April 25, 2024. No defense attorney was listed, but Starcher has been released on bail and is scheduled to appear in court again at 9 a.m. on Wednesday, Jan. 21, 2026 for a hearing.

Brooke Darlene Grimsley, of Luray, Va., was indicted on a Class 6 felony for cruelty or injuring a child through labor. Both the offense and an arrest occurred on Sept. 8, 2025. Grimsley is currently out on bail. She will be represented by defense attorney Justin L. Corder when she returns to court at 9 a.m. on Wednesday, Feb. 11, 2026 to enter a plea.

James Matthew McAlister, of Elkton, Va. was indicted on an unclassified felony for possession with intent to manufacture a Schedule I/II drug, a Class 1 misdemeanor for driving under a revoked or suspended license, and a Class 2 misdemeanor for eluding or disregarding police. All three offenses and an arrest occurred on Sept. 8, 2025, according to court records. McAlister is currently out on bail. He will be represented by defense attorney Caleb Routhier when he returns to court at 9 a.m. on Wednesday, Jan. 21, 2026 for a status hearing.

Jonathan Wesley Herndon, of Elkton, Va., was indicted on two Class 6 felonies for two weapons charges, violent felony possession and possession of a firearm while violating a protective order. Both offenses and an arrest occurred on Oct. 24, 2025, according to court records. Defense attorney Charles Butler is listed as his counsel, but Herndon is also listed as a fugitive. A capias warrant was issued for his arrest after his Jan. 7 indictment.

Misty Lee Riggleman, of Luray, Va., was indicted on two Class 5 felonies for two counts of possession of a Schedule I/II drug. Both offenses occurred on May 22, 2025, according to court records, with an arrest on Aug. 8, 2025. Riggleman was released on bail and will be represented by defense attorney Charles Butler when she returns to court at 9 a.m. on Wednesday, Jan. 14, 2026 for a hearing.

Shelayia Charmelle Willis, of Luray, Va., was indicted on two Class 5 felonies for two counts of possession of a Schedule I/II drug. The offenses occurred on Aug. 29, 2025 and Nov. 19, 2025, according to court records, while the arrest dates listed are Sept. 3, 2025 and Dec. 18, 2025, respectively. Willis was released on bail and will be represented by defense attorney Caleb Routhier when she returns to court at 9 a.m. on Wednesday, Feb. 18, 2026 for a hearing.

Johnny Ray Breeden, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Sept. 22, 2025, according to court records, with an arrest on Sept. 23, 2025. Breeden has been released on bail and will be represented by defense attorney Charles Butler when he returns to court at 9 a.m. on Wednesday, Jan. 28, 2025 for a hearing.

• Stefanie Rose Connor, of Fort Valley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on Aug. 9, 2025, according to court documents. Connor is being held in custody and will be represented by defense attorney Tara Senn when she returns to court at 9 a.m. on Wednesday, Jan. 21, 2026 for a hearing.

• Joel Robert Miller, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Aug. 22, 2025, according to court records, with an arrest on Oct. 21, 2025. Miller was released on bail and will be represented by defense attorney Caleb Routhier when he returns to court at 9 a.m. on Wednesday, Feb. 18, 2026 for a status hearing and to enter a plea.

• Rose Mary Moomaw, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on Sept. 17, 2025, according to court records. Moomaw’s status is listed as “other”. She will be represented by a public defender when she returns to court at 9 a.m. on Wednesday, Feb. 18, 2026 to enter a plea.

• Donald Alexander Smith, of Broadway, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on Oct. 6, 2025, according to court records. Smith is being held in custody and will be represented by a public defender when he returns to court at 9 a.m. on Wednesday, Jan. 21, 2026 for a hearing.

• Matthew Shane Vaughn, of Luray, Va., received a direct indictment on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on May 12, 2025, according to court records, with no arrest date listed. Vaughn is being held in custody and has no attorney listed to represent him when he returns to court at 9 a.m. on Wednesday, Jan. 21, 2026 for a bond hearing.

• Joshua David Zdunowski, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Nov. 13, 2024, according to court records, with an arrest on Oct. 17, 2025. Zdunowski is being held in custody and is scheduled to receive a public defender to represent him when he returns to court at 9 a.m. on Wednesday, Jan. 21, 2026 to enter a plea.

Grand jury hearings are held the first Wednesday of each month in Page County Circuit Court.
