Grand jury hands down 10 indictments against Shenandoah couple for torturing animals

June grand jury issues 46 indictments against 19 individuals

LURAY, June 3 — Members of a grand jury in Page County Circuit Court issued a true bill on a total of 46 indictments handed down Wednesday, June 3 on charges placed against 19 individuals.

Those individuals indicted by the June 3 grand jury include:

Mitchell Lee Richards Sr., of Shenandoah, Va., was indicted on a Class 6 felony for torturing or maiming a dog or cat, and four Class 1 misdemeanors on four counts of depriving an animal of food. All offenses occurred on Feb. 1, 2026, according to court records, with an arrest on Feb. 2, 2026. A status hearing was held on June 10, and now Richards is scheduled to appear in court again at 9 a.m. on Monday, Dec. 14, 2026 for a one-day trial.

Calla Jane Turner, of Shenandoah, Va., was indicted on a Class 6 felony for torturing or maiming a dog or cat, and four Class 1 misdemeanors on four counts of depriving an animal of food. All offenses occurred on Feb. 1, 2026, according to court records, with an arrest on Feb. 2, 2026. Turner is scheduled to appear in court again at 9 a.m. on Monday, Dec. 14, 2026 for a one-day trial.

Michelle Renee Blosser, of Luray, Va. was indicted on an unclassified felony for carjacking, two Class 5 felonies for malicious wounding, and two Class 6 felonies for destruction of property. All offenses and an arrest occurred on March 19, 2026, according to court records. Blosser is scheduled to appear in court again at 1:30 p.m. on Wednesday, Sept. 30, 2026 for a status hearing.

Devan Wayne Turner, of Shenandoah, Va., was indicted on two Class 5 felonies for malicious wounding and two Class 1 misdemeanors for reckless handling and brandishing a firearm. All offenses occurred on July 6, 2025, according to court records, with an arrest on June 4, 2026. Following the June 3 indictment, the defendant was arrested on a capias bond. Turner is scheduled to appear in court again at 9 a.m. on Wednesday, July 22 for a hearing.

Dustin Keith Deeds, of Rileyville, Va., was indicted on two Class 6 felonies for eluding or disregarding police, two Class 1 misdemeanors for reckless driving (speeding 20 mph or more above posted speed limit), and two Class 1 misdemeanors for driving without a license. All offenses occurred on April 19, 2025, according to court records, with an arrest on April 24, 2025. Deeds is scheduled to appear in court again at 9 a.m. on Wednesday, July 22 for a status hearing.

Daniel James Henry, of Edinburg, Va., was indicted on two unclassified felonies for grand larceny (valued at more than or equal to $200, not on person). The offenses occurred on April 21, 2026, according to court records, with an arrest on June 4, 2026. Following the June 3 indictment, the defendant was arrested on a capias warrant. Henry is scheduled to appear in court again at 9 a.m. on Monday, June 22 for a bond hearing.

Adam Michael Ritenour, of Edinburg, Va., was indicted on two unclassified felonies for conspiring/aiding/or abetting larceny (valued at more than or equal to $500) and committing grand larceny (valued at more than or equal to $200, not on person). Both offenses occurred on April 21, 2026, according to court records, with no arrest date listed. Ritenour is scheduled to appear in court again at 9 a.m. on Wednesday, July 1 for a status hearing.

• Christopher Allen Ritenour, of Waynesboro, Va., was indicted on an unclassified felony for conspiring/aiding/or abetting larceny (valued at more than or equal to $500) and a Class 5 felony for grand larceny. Both offenses occurred on April 21, 2026, according to court records, with no arrest date listed. Ritenour is scheduled to appear in court again at 9 a.m. on Wednesday, July 1 for a status hearing.

• Joseph Heeter, of (no address listed), received two direct indictments on unclassified felonies for obtaining money by false pretense (greater than or equal to $200) and giving a false statement on a medical assistance application. Both offenses occurred on Feb. 28, 2025, according to court records, with no arrest date listed. Following the June 3 indictment, a capias warrant was issued for the defendant’s arrest.

• Warren C. Houser, of Winchester, Va., was indicted on an unclassified felony for obtaining money by false pretense (greater than or equal to $1,000), a Class 5 felony for forgery, and a Class 6 felony for issuing a bad check (larceny – greater than or equal to $1,000). All offenses occurred on Nov. 1, 2024, according to court records, with an arrest on Dec. 5, 2024. Houser is scheduled to appear in court again at 9 a.m. on Wednesday, July 15, 2026 for a plea.

• Kenneth Lee Harmon Jr., of Luray, Va., was indicted on a Class 6 felony for cruelty or injuring a child through labor. The offense occurred on Dec. 19, 2025, according to court records, with an arrest on Feb. 7, 2026. Harmon is scheduled to appear in court again at 9 a.m. on Wednesday, Sept. 9, 2026 for a plea.

• Charles Patrick Fleenor, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug and a Class 6 felony for nonviolent felony possession of a gun within 10 years of being convicted of a felony. The offenses occurred on Dec. 19, 2025, according to court records, with an arrest on Dec. 20, 2025. Fleenor is scheduled to appear in court again at 9 a.m. on Wednesday, July 29, 2026 for a hearing.

• William Lee Stroupe, of Luray, Va., was indicted on an unclassified felony for the distribution or sale for profit of a Schedule I/II drug. The offense occurred on Nov. 25, 2025, according to court records, with an arrest on April 12, 2026. Stroupe is scheduled to appear in court again at 9 a.m. on Tuesday, July 21, 2026 for a hearing.

• William Joseph Brown, (a.k.a. Billy Gripper, John Dingle), of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on March 9, 2026, according to court records. Brown is scheduled to return to court at 9 a.m. on Wednesday, July 22, 2026 for a hearing.

• Anthony Wade Good, of Elkins, W.Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on Feb. 5, 2026, according to court records. Good is scheduled to return to court at 9 a.m. on Wednesday, July 1, 2026 for a hearing.

• Ralph Edward Good III, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Dec. 19, 2025, according to court records, with an arrest on Jan. 23, 2026. Good is scheduled to return to court at 9 a.m. on Wednesday, July 22, 2026 for a status hearing.

• William Steven Gray, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on Dec. 6, 2025, according to court records. Gray is scheduled to return to court at 9 a.m. on Wednesday, July 1, 2026 for a hearing.

• Gary Lee Hilliard III, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on Jan. 7, 2026, according to court records. Hilliard is scheduled to return to court at 9 a.m. on Monday, June 22, 2026 for a plea.

• Sarah Wilson Rinaca, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Oct. 17, 2025, according to court records, with an arrest on Oct. 18, 2025. Rinaca is scheduled to return to court at 9 a.m. on Wednesday, Sept. 9, 2026 for a hearing.

Grand jury hearings are held the first Wednesday of each month in Page County Circuit Court.
