Grand jury issues 47 indictments in February

LURAY, Feb. 11 — A Page County grand jury handed down 47 indictments among 23 individuals during last Wednesday’s Feb. 3 session in Page County Circuit Court , including:

Jason Andrew ByWaters, of Stanley, Va., was indicted on three felony charges, including a Class 3 felony for malicious wounding, a Class 6 felony for strangulation/wounding resulting in injury, and an unclassified felony for the robbery of a residence. The offenses occurred on Aug. 27-28, 2020, according to court records, with the arrest date listed as Aug. 28, 2020. He is scheduled to appear in court again on Feb. 24 for a status hearing.

Donna Gail Gordon, of Stanley, Va., was indicted on a felony and two misdemeanors, including a Class 6 felony for maliciously setting fire to wood/grass, a Class 1 misdemeanor for entering property to damage, and another Class 1 misdemeanor for assault and battery. The offenses all occurred on Nov. 30, 2020, according to court documents, with the arrest date listed as the same. Gordon entered a guilty plea on all three charges on Feb. 3 after receiving direct indictments. She was sentenced as follows — 3 years imprisonment with time served for the felony charge of setting a fire, including 2 years, 9 months and 24 days suspended, with three years supervised probation; 12 months jail time with 12 months suspended and three years of supervised probation for the charge of entering property to do damage; and another 12 months jail time with 12 months suspended and three years of supervised probation for the charge of assault and battery.

Daryl Ray Mullins, of Luray, Va., was indicted on a Class 6 felony for strangulation/wounding with injuries resulting and a Class 1 misdemeanor for assault and battery of a family member. The offenses occurred on Aug. 22, 2020, according to court documents, with an arrest date of Aug. 25, 2020. He is scheduled to appear in court again on March 10 to enter a plea and receive sentencing.

Robert Allen Laing, of Mineral, Va., was indicted on a Class 3 felony for malicious wounding. The offense occurred on Sept. 28, 2020, according to court documents, with an arrest date of Sept. 29, 2020. He is scheduled to return to court on March 10 for further proceedings.

Zachary Ray Williams, of Shenandoah, Va., was indicted on two felonies, including a Class 6 felony for child abuse with disregard for life and a Class 5 felony for possession of a Schedule I/II drug. The offense and the arrest occurred on Nov. 10, 2020, according to court documents. On Feb. 10, one week after being indicted, Williams entered a guilty plea on both charges and received the following sentences — 3 years of jail time with all three years suspended and three years of supervised probation for the child abuse charge; and three years of jail time minus time served, leaving 2 years, 11 months suspended, and three years of supervised probation for the drug charge.

Cody Wayne Dinges, of Stanley, Va., was indicted on two felony charges, including a Class 5 felony for possession of a controlled substance and an unclassified felony for grand larceny. The offenses and arrest occurred on May 10, 2020, according to court documents. He is scheduled to return to court on Feb. 17 for further proceedings.

Zachary Henderson Potter (a.k.a – Zachary Joseph Will Henderson), of New Market, Va., was indicted on a Class 1 felony for pettit larceny. The offense occurred on Oct. 12, 2020, according to court records, with an arrest date of Oct. 13, 2020. He is scheduled to appear in court again on March 10 for further proceedings.

Dylan Paul Shifflett, of Elkton, Va., was indicted on a Class 5 felony for distribution of marijuana (more than 1/2 ounce and less than 5 pounds) and a Class 1 misdemeanor for driving while under a revoked or suspended license. The offense occurred on April 27, 2020, according to court records, with an arrest date of Dec. 11, 2020. He is scheduled to appear in court again on April 21 for further proceedings.

Shane Aaron Price, of Shenandoah, Va., was indicted on an unclassified felony for distributing or selling for profit a Schedule I/II drug on Jan. 23, 2020. No arrest date was listed on the indictment. He is scheduled to return to court on March 17 for pre-trial motions.

Kenneth Wayne Knowles, of Luray, Va., was indicted on four counts of failing to register as a violent sex offender, a Class 6 felony. The offenses occurred on Aug. 23, 2020, according to court documents, with an arrest date of Sept. 11, 2020. He is scheduled to return to court on April 21 for further proceedings.

Jason Allen Wood, of Luray, Va., was indicted on 10 felony counts, including a Class 5 felony for possession of a Schedule I/II drug, a Class 6 felony for possession of a gun while in possession of a Schedule I/II drug, and eight additional felonies that were all sealed by the judge. The two charges listed occurred on Feb. 4, 2020, according to court documents. Wood was listed in court documents as a “fugitive” after he did not show up for court on Feb. 3, so a capius warrant was issued for his arrest.

Michael Scott Stroupe, of New Market, Va., was indicted on three counts of possession of a Schedule I/II drug, a Class 5 felony. All three offenses occurred on June 29, 2020, according to court documents, with an arrest date of Oct. 28, 2020. He is scheduled to appear in court again on March 17 for further proceedings.

Daniel Brock Liller, of Luray, Va., was indicted on two felony charges, including a Class 5 felony for possession of a Schedule I/II drug and a Class 6 felony for failure to appear in court on Feb. 3. The drug offense occurred on July 4, 2019, according to court records, with an arrest date of Oct. 23, 2020. A capias warrant has been issued for his arrest.

Donald Lee Campbell Jr., (no address listed on indictment), was indicted on two Class 5 felony counts of possession of a Schedule I/II drug. The offense occurred on March 10, 2020, according to court documents, with an arrest date of Aug. 11, 2020. He is scheduled to return to court on Feb. 24 for further proceedings.

Derek Scott Brown, of Stephens City, Va., was indicted on a Class 5 felony for possession of Schedule I/II drug. The offense occurred on Nov. 20, 2019, according to court documents, with an arrest date of July 22, 2020. He is scheduled to appear in court next on May 5 for a status hearing.

Tina Renee Comer, of Shenandoah, Va., was indicted on a Class 5 felony for possession of Schedule I/II drug. The offense occurred on Feb. 8, 2020, according to court documents, with an arrest date of Sept. 26, 2020. She was issued a deferral disposition due to being a first-time offender.

Jeffrey Scott Kibler, of Stanley, Va. was indicted on a Class 5 felony for possession of Schedule I/II drug. The offense and arrest occurred on Oct. 2, 2020, according to court documents. He is scheduled to return to court on Feb. 17 for further proceedings.

Darrell Brandon Lam, of Luray, Va., was indicted on a Class 5 felony for possession of Schedule I/II drug. The offense occurred on Oct. 1, 2019, according to court documents, with an arrest date of July 22, 2020. He is scheduled to appear in court next on March 10 for further proceedings.

Harold Joseph McClay, of Luray, Va., was indicted on a Class 5 felony for possession of Schedule I/II drug. The offense occurred on Jan. 6, 2020, according to court documents, with an arrest date of Aug. 26, 2020. He is scheduled to return to court on March 24 for further proceedings.

Aaron Wayne Mitchell, of Stanley, Va., was indicted on a Class 5 felony for possession of Schedule I/II drug. The offense occurred on March 18, 2020, according to court documents, with an arrest date of Oct. 19, 2020. He is scheduled to appear in court next on March 24 for further proceedings.

Beverly Ann Noreen, of Front Royal, Va., was indicted on a Class 5 felony for possession of Schedule I/II drug. The offense occurred on Nov. 16, 2019, according to court documents, with an arrest date of Sept. 29, 2020. He is scheduled to appear in court next on March 10 for further proceedings.

Chelsie Lauren Scarborough, of Luray, Va., was indicted on a Class 5 felony for possession of Schedule I/II drug. The offense occurred on Aug. 6, 2020, according to court documents, with an arrest date of Sept. 29, 2020. She is scheduled to return to court on March 17 for further proceedings.

Mark Allen Weaver, of Stanley, Va., was indicted on a Class 5 felony for possession of Schedule I/II drug. The offense and arrest occurred on Sept. 22, 2020, according to court documents. He is scheduled to appear in court next on Feb. 17 for further proceedings.
