August 15, 1983 — Shenandoah Town Council members, businessmen and interested residents gathered last Wednesday afternoon for the groundbreaking of Comdial Telephone Systems plant in the Shenandoah Industrial Park.

“Welcome all of you to the Comdial Systems plant location in Shenandoah,” said Mayor Clarence Edwards. “This occasion is the most wonderful thing that has happened to Shenandoah in a long time.”

Edwards noted that 1,200 job applications for the new plant already have been received. Operations in Shenandoah will begin this week by those who have trained in Charlottesville. If plans go as expected, 150-175 employees will be working by December at the Shenandoah location.
