Page County Board of Supervisors — Board of Supervisors Regular Meeting — April 20, 2026

Supervisor Cubbage moved to adopt the agenda, as presented. Supervisor Vaughan seconded and the motion carried by a vote of 6-0. Aye: Thomas, Baldwin, Louderback, Cubbage, Kile, Vaughan. Nay: None.

Supervisor Vaughan moved that the Page County Board of Supervisors reduce the Real Estate and Mobile Homes Levy from $0.73 to $0.52 and reduce the Personal Property Levy from $4.30 to $3.80 for calendar year 2026. Supervisor Louderback seconded and the motion carried by a vote of 6-0. Aye: Baldwin, Louderback, Cubbage, Kile, Vaughan, Thomas. Nay: None.

Supervisor Cubbage moved that the Page County Board of Supervisors keep the levy of Machinery & Tools at $1.50, Motor Carrier at $1.50, and Aircraft at $0.50 for calendar year 2026. Supervisor Vaughan seconded and the motion carried by a vote of 6-0. Aye: Louderback, Cubbage, Kile, Vaughan, Thomas, Baldwin. Nay: None.

Supervisor Vaughan moved that the Page County Board of Supervisors adopt the resolution abandoning a portion of State Route 736 from the entrance to Lake Arrowhead Park and through the boundaries of the park facility, as presented. Supervisor Louderback seconded and the motion carried by a vote of 6-0. Aye: Cubbage, Kile, Vaughan, Thomas, Baldwin, Louderback. Nay: None.

Supervisor Cubbage moved that the Page County Board of Supervisors approve the revenue of $3,535 from local funds, $76,500 from restricted TOT funds, $56,076 from state funds, $75,280 from the General Fund Balance, and the expenditure of $134,891 to the General Fund budget and $76,500 to the Tourism Fund budget. Supervisor Baldwin seconded and the motion carried by a vote of 6-0. Aye: Kile, Vaughan, Thomas, Baldwin, Louderback, Cubbage. Nay: None.

Supervisor Cubbage moved that the Page County Board of Supervisors adopt the resolution approving of the County’s participation in the proposed combined settlement agreement resolving opioid-related claims against the six remnant defendants, as presented. Supervisor Vaughan seconded and the motion carried by a vote of 6-0. Aye: Vaughan, Thomas, Baldwin, Louderback, Cubbage, Kile. Nay: None.

Supervisor Cubbage moved to approve the Consent Agenda as follows:  Financial reports for the period of March 1-31, 2026;  Accounts payable checks, payroll checks, payroll direct deposits, and payroll tax related electronic fund transfers totaling $2,843,838.62 for the month of March 2026;  Minutes of March 2, 2026, March 12, 2026, March 17, 2026, March 19, 2026, March 23, 2026, March 26, 2026, and March 30, 2026;  Coyote Claim to Tanner Guzy totaling $50 and Jesse Dodson totaling $150. Supervisor Vaughan seconded and the motion carried by a vote of 6-0. Aye: Thomas, Baldwin, Louderback, Cubbage, Kile, Vaughan. Nay: None.

Supervisor Cubbage moved that the Page County Board of Supervisors convene in closed meeting under the Virginia Freedom of Information Act to discuss a proposed expansion of an existing business where no previous announcement has been made of the business’ interest in expanding its facilities in the community, pursuant to the prospective business exemption at Section 2.2-3711(A)(5) of the Code of Virginia. The subject matter is the Luray Caverns Country Club & Golf Resort; and, to discuss personnel matters concerning an employee of the Page County Board of Supervisors for the purpose of considering such person’s assignment, pursuant to the personnel matters exemption at Section 2.2-3711(A) (1) of the Code of Virginia. The subject matter is pertaining to the assignments of the Economic Development & Tourism Director. Supervisor Baldwin seconded and the motion carried by a vote of 6-0 Aye: Baldwin, Louderback, Cubbage, Kile, Vaughan, Thomas. Nay: None.
