Strangulation, abduction, abuse and construction fraud among March indictments

LURAY, March 6 — Members of a grand jury in Page County Circuit Court issued a true bill on a total of 29 indictments handed down Wednesday, March 6 on charges placed among 16 individuals.

Those indicted by the March 6 grand jury include:

• Travis Matthew Hogan, of Hopewell, Va., was indicted on a Class 4 felony for child abuse resulting in serious injury, a Class 5 felony for abduction by force or intimidation, a Class 6 felony for shooting or stabbing in commission of a felony, a Class 1 misdemeanor for the assault and battery of a family member, and a Class 1 misdemeanor for the intentional destruction of property valued at less than $1,000. All offenses and an arrest occurred on Nov. 12, 2023, according to court records. Hogan is scheduled for a two-day jury trial at 9 a.m. on Thursday, June 27, 2024.

Sean Gregory Jarratt, of Hopewell, Va., was indicted on a Class 5 felony for abduction by force or intimidation, a Class 6 felony for “wearing a mask in certain places,” and a Class 1 misdemeanor for assault and battery. All offenses and an arrest occurred on Nov. 12, 2023, according to court records. Jarratt is scheduled to appear in court again at 9 a.m. on Thursday, April 25, 2024 for a hearing.

Manual Diaz Heredia, of Harrisonburg, Va., was indicted on a Class 5 felony for abduction by force or intimidation, a Class 1 misdemeanor for the assault and battery of a family member, and a Class 1 misdemeanor for drinking while intoxicated (DWI, first offense). All offenses and an arrest occurred on Feb. 5, 2024, according to court records. Heredia is scheduled to appear in court again at 9 a.m. on Tuesday, March 19, 2024 for a hearing.

William Barry Phipps, of Shenandoah, Va., was indicted on a Class 6 felony for wounding with injury resulting by strangulation, a Class 1 misdemeanor for the assault and battery of a family member, and another Class 1 misdemeanor for assault and battery. All offenses and an arrest occurred on Jan. 22, 2024, according to court records. Phipps is scheduled to appear in court again at 9 a.m. on Wednesday, March 13, 2024 for a bond hearing.

Zachary Scott Mason, of Luray, Va., was indicted on a Class 5 felony for abduction by force or intimidation, and a Class 1 misdemeanor for the assault and battery of a family member. Both offenses and an arrest occurred on Oct. 23, 2023, according to court records. Mason is scheduled to appear in court again at 9 a.m. on Thursday, April 25, 2024 for a status hearing.

Samuel Marcellus Butler, of Luray, Va., was indicted on a Class 6 felony for the assault and battery of a family member, third or subsequent offense. The offense and an arrest occurred on Jan. 1, 2024, according to court records. Butler is scheduled to appear in court again at 9 a.m. on Thursday, April 4, 2024 for a hearing.

Kyle Chapman Prichard, of Penn Laird, Va., was indicted on an unclassified felony for receiving advance payment for construction work (greater than $1,000) without completing the work. The offense occurred on March 10, 2023, according to court records, with an arrest on Sept. 8, 2023. Prichard is scheduled to appear in court again at 9 a.m. on Wednesday, March 27, 2024 for further proceedings.

• Nolan Patrick Corey Cornell, of Spotsylvania, Va., was indicted on an unclassified felony for receiving or buying stolen goods valued at more than $200. The offense occurred on Nov. 8, 2021, according to court records. A capias warrant was issued for Cornell’s arrest following the March 6 indictment.

• Amanda Marye Cubbage, of Stanley, Va., was indicted on an unclassified felony for the distribution of methamphetamines (more than or equal to 10 grams), and a Class 5 felony for the possession of a Schedule I/II drug. The distribution offense and an arrest occurred on Aug. 17, 2023, according to court reecords, with the possession offense and an arrest occurring on Jan. 19, 2024. Cubbage is scheduled to appear in court again at 1:30 p.m. on Thursday, April 4, 2024 for a hearing.

• Jarred Courtney Outlaw, of Luray, Va., was indicted on a Class 5 felony for perjury, falsely swearing an oath. The offense occurred on Nov. 13, 2023, according to court records. A capias warrant was issued for Outlaw’s arrest following the March 6 indictment.

• Benjamin Keith Biggers, of Edinburg, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug, and a Class 1 misdemeanor for falsely identifying himself to law enforcement. The drug offense occurred on April 11, 2023, according to court records, with an arrest on Dec. 27, 2023. The false ID offense and an arrest occurred on Dec. 27, 2023. Biggers is scheduled to appear in court again at 9 a.m. on Thursday, April 4, 2024 for a hearing.

• Randal Clay Bowman, of Shenandoah, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug. The offense and an arrest occurred on Dec. 4, 2023, according to court records. Bowman is scheduled to appear in court again at 9 a.m. on Thursday, March 21, 2024 for a hearing.

• Henry E. Carrico Jr., of Luray, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug. The offense occurred on June 9, 2023, according to court records, with an arrest on Aug. 3, 2023. Carrico is scheduled to appear in court again at 1:30 p.m. on Monday, March 11, 2024 for a hearing.

• Seth Charles Elliott, of Rileyville, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on Nov. 18, 2023, according to court records. Elliott is scheduled to appear in court again at 9 a.m. on Wednesday, March 27, 2024 for a hearing.

• Aidan Elizabeth Gerber, of Waynesboro, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on Aug. 8, 2023, according to court records. Gerber is scheduled to appear in court again at 10:30 a.m. on Tuesday, March 26, 2024 for a hearing.

• Jeffrey Lee Smith Sr., of Stanley, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug. The offense and an arrest occurred on Oct. 5, 2023, according to court records. Smith is scheduled to appear in court again at 9 a.m. on Thursday, March 14, 2024 to enter a plea.

Grand jury hearings are held the first Wednesday of each month in Page County Circuit Court.
