Two men indicted for rape of victim under 13 following November grand jury session

LURAY, Nov. 1 — Members of a grand jury in Page County Circuit Court issued a true bill on a total of 48 indictments handed down Wednesday, Nov. 1 on charges placed among 22 individuals.

Those indicted by the Nov. 1 grand jury include:

• Jordan Allen Kling, of Harrisonburg, Va., was indicted on three unclassified felonies for two counts of rape of a victim under age 13 and one count of aggravated sexual battery of a victim under age 13. The rape charges occurred on Nov. 1, 2023, according to court records, with an arrest on Nov. 2, 2023. The charge of sexual battery occurred on June 1, 2011, according to court records, with an arrest on Aug. 16, 2023. Kling is scheduled to appear in court again at 9 a.m. on Wednesday, Feb. 28, 2024 for a jury trial.

James Daniel Mullins, of Williamsburg, Va., was indicted on two unclassified felonies for the rape of a victim under 13 years of age and aggravated sexual battery of a victim under the age of 13. Mullins was also indicted on a Class 1 misdemeanor for peeping into a dwelling through the door. All charges occurred on Dec. 1, 2018, according to court records, with an arrest on Oct. 21, 2022. Mullins is scheduled to appear in court again at 9 a.m. on Tuesday, Feb. 20, 2024 for a jury trial.

Elizabeth Marion Walker, of Bunker Hill, W.Va., was indicted on a Class 6 felony for beastiality. The offense and an arrest occurred on Aug. 13, 2023, according to court records. Walker is scheduled to appear in court again at 9 a.m. on Wednesday, Feb. 7, 2024 for a hearing.

Francesca Yolanda Long, of Luray, Va., was indicted on five Class 6 felonies for two counts of child abuse (disregard of life), destruction of property (monument), assault on a law enforcement officer, and eluding or disregarding police. Long also received a direct indictment on a Class 1 misdemeanor for reckless driving to endanger life, limb or property. All charges and an arrest occurred on Sept. 8, 2023, according to court records. Long is scheduled to appear in court at 9 a.m. on Wednesday, Jan. 17, 2023 for a status hearing.

John Anthony Anderson II, of Stanley, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug, a Class 6 felony for the assault of a law enforcement officer, and four Class 1 misdemeanors for destruction of property with intent (valued at less than $1,000), assault and battery, fleeing from law enforcement, and disorderly conduct. All offenses and an arrest occurred on May 9, 2023, according to court records. An additional arrest date of May 19, 2023 was listed for the assault on a law enforcement officer. Anderson is scheduled to appear in court again at 9 a.m. on Wednesday, Jan. 17, 2024 for a hearing.

Daniel Joseph Zirkle, of Luray, Va., was indicted on four Class 5 felonies for two counts of forgery (employ as true) and two counts of forgery (uttering), a Class 6 felony for unauthorized use of a vehicle (larceny valued at greater than $200), and a Class 1 misdemeanor for obtaining money by false pretenses. The forgery charges occurred on Dec. 30, 2022, according to court records, with an arrest on Feb. 3, 2023. The vehicle charge and an arrest occurred on Jan. 11, 2023, according to court records. Zirkle is scheduled to appear in court again at 9 a.m. on Wednesday, Feb. 7, 2024 for a status hearing.

Jacob Grant Deavers, of Luray, Va., was indicted on a Class 6 felony for unlawfully shooting inside or into an occupied building, and a Class 1 misdemeanor for pointing or brandishing a firearm. The charges and an arrest occurred on April 16, 2023, according to court records. Deavers is scheduled to appear in court again at 9 a.m. on Wednesday, March 13, 2024 for a trial.

• Allison Elizabeth Jenkins, of Luray, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug, an unclassified felony for violation of probation on a felony offense, a Class 1 misdemeanor for driving while intoxicated (DWI – second offense), and an unclassified misdemeanor for violation of parole of a misdemeanor charge. The drug and DWI charges and an arrest occurred on June 10, 2023, according to court records. The violations of parole occurred on Nov. 8, 2023, according to court records, with revocation hearings on both on Nov. 9, 2023. Jenkins is scheduled to appear in court again at 1:30 p.m. on Wednesday, Dec. 13, 2023 for a hearing.

• David Scott Hilliards, (a.k.a. David Scott Hilliard), of Stanley, Va., was indicted on three Class 5 felonies for the possession of a Schedule I/II drug. Two offenses and an arrest occurred on April 25, 2023, according to court records, with a third offense and an arrest on July 28, 2023. Hilliards is scheduled to appear in court again at 9 a.m. on Wednesday, Dec. 6, 2023 for a hearing.

• Jordan Brian Hart, of Quicksburg, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug and a Class 6 felony for possession of a gun (on person) while in possession of a Schedule I/II drug. Both offenses and an arrest occurred on Feb. 18, 2023, according to court records. Hart plead guilty on Nov. 13, 2023 and was sentenced to two years in the penitentiary and two years of supervised probation on each charge. Two years were suspended on the drug charge.

• David Brandon Holloway, of Richmond, Va., was indicted on an unclassified felony for manufacturing or distributing a Schedule I/II drug (second offense). The charge and an arrest occurred on May 20, 2023, according to court records. Holloway is scheduled to appear in court again at 1:30 p.m. on Wednesday, Dec. 13, 20223 for a hearing.

• Shawn Michael Aldrich, of Elkton, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on May 30, 2023, according to court records, with an arrest on Aug. 22, 2023. Aldrich is scheduled to appear in court again at 9 a.m. on Wednesday, Jan. 17, 2024 for a hearing.

• William Anthony Brown Jr., of Shenandoah, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on March 4, 2023, according to court records, with an arrest on Aug. 17, 2023. Brown is scheduled to appear in court again at 1:30 p.m. on Wednesday, Dec. 13 for a hearing.

• Gary Page Foltz, of Shenandoah, Va., was indicted on Class 5 felony for the possession of a Schedule I/II drug. The offense occurred on Jan. 8, 2023, according to court records, with an arrest on March 10, 2023. Foltz is scheduled to appear in court again at 1:30 p.m. on Wednesday, Jan. 31, 2024 for a hearing. Foltz is also scheduled for a jury trial at 9 a.m. on Thursday, Feb. 15, 2024.

• Tony Justin Freeze, of Stanley, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug. The offense and an arrest occurred on July 24, 2023, according to court records. Freeze is scheduled to appear in court again at 9 a.m. on Tuesday, Nov. 28 for a hearing.

• Ashley Annette Gray, of Stanley, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug. The offense occurred on Aug. 22, 2023, according to court records, with an arrest on Sept. 23, 2023. Gray is scheduled to appear in court again at 9 a.m. on Wednesday, Jan. 17, 2024 for a hearing.

• William Joseph Mayle Jr., of Stanley, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug. The offense occurred on June 8, 2023, according to court records, with an arrest on July 23, 2023. Mayle is scheduled to appear in court again at 9 a.m. on Wednesday, Jan. 3, 2024 for a hearing.

• Edward Ray Morrison, of Shenandoah, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug. The offense occurred on July 20, 2023, according to court records, with an arrest on Aug. 21, 2023. Morrison is scheduled to appear in court again at 9 a.m. on Wednesday, Dec. 13 for a hearing.

• Roy Lee Osborne, of Stanley, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug. The offense and an arrest occurred on July 25, 2023, according to court records. Osborne is scheduled to appear in court again at 9 a.m. on Thursday, Feb. 8, 2024 for a trial.

• Christy Anne Roper, of Luray, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug. The offense and an arrest occurred on July 9, 2023, according to court records. Roper is scheduled to appear in court again at 1:30 p.m. on Wednesday, Dec. 13 for a hearing.

• Donald Bradley Williams, of Elkton, Va., was indicted on a Class 5 felony for failure to stop at an accident with greater than $1,000 in damage, and two Class 1 misdemeanors for driving while intoxicated (DWI – second offense) and refusing a breathalyzer (subsequent within 10 years). The offenses and an arrest occurred on March 20, 2023, according to court records. Williams is scheduled to appear in court again at 9 a.m. on Wednesday, March 27, 2024 for a jury trial.

Stephen Alan Noser, of Luray, Va., was indicted on a Class 6 felony for non-violent felony possession of a gun within 10 years of conviction. The offense occurred on Nov. 1, 2023, according to court records, with no arrest date listed. A capias warrant was issued Nov. 1 for Noser’s arrest.

Grand jury hearings are held the first Wednesday of each month in Page County Circuit Court.
