Luray man indicted on charges of incest and sodomy during July grand jury session

LURAY, July 5 — Members of a grand jury in Page County Circuit Court this week issued a true bill on a total of 31 indictments handed down Wednesday, July 5 on charges placed among 17 individuals.

Those indicted by the July 5 grand jury include:

• Ray Allen Atkins Sr., of Luray, Va., was indicted on two Class 5 felonies for sodomy of a family member and two Class 6 felonies for incest with his own child. One count of each charge was issued as a direct indictment, which means it bypassed the lower court and originated in circuit court. All four offenses occurred on Jan. 1, 2023, according to court records, with an arrest on May 12, 2023. Atkins is scheduled to appear in court again at 2:30 p.m. on Monday, July 31, 2023 for a hearing.

Kyle Chapman Prichard, of McGaheysville, Va., was indicted on two unclassified felonies for grand larceny of more than or equal to $200 (not on person) and receiving advance pay without performing construction valued at more than $200. Both offenses occurred on Dec. 2, 2022, according to court records, with an arrest date of Jan. 9, 2023. No future court dates were listed at this time for Prichard.

Nathan Wayne Kibler, of Luray, Va., was indicted on an unclassified felony for entering a house with the intention of committing assault and battery and a Class 1 misdemeanor for simple assault and battery. Both offenses and an arrest occurred on Dec. 12, 2022, according to court records. Kibler is scheduled to appear in court again at 9 a.m. on Wednesday, Aug. 9, 2023 for a status hearing.

Sherman Lee Good, (no address listed), was indicted on an unclassified felony for entering a home with the intent to commit assault and battery. The offense occurred on Sept. 19, 2022, according to court records, with no arrest date listed. Good is scheduled to appear in court again at 1:30 p.m. on Tuesday, Sept. 19, 2023 for a jury trial.

Steven Clark Kornicker II, of Stafford, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug and a Class 1 misdemeanor for pettit larceny of less than $200 (not on person). Both offenses and an arrest occurred on April 14, 2023, according to court records. Kornicker is scheduled to appear in court again at 9 a.m. on Thursday, Aug. 3, 2023 for a hearing.

Jason Wayne McCoy, (no address listed), was indicted on a Class 6 felony for non-violent felony possession of a gun within 10 years of the original offense and an unclassified felony for possession with intent to manufacture a Schedule I/II drug. The gun violation occurred on June 23, 2020, according to court records, while the drug offense occurred on Aug. 30, 2022. No arrest date is listed for either offense. McCoy is scheduled to appear in court again at 9 a.m. on Wednesday, July 12, 2023 for a hearing. A subsequent hearing is scheduled for 9 a.m. on Wednesday, Aug. 9, 2023.

Michael Ray Otto, of Fairfax, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug and a Class 1 misdemeanor for driving while his license was revoked or suspended. Both offenses and an arrest occurred on Dec. 3, 2022, according to court records. Otto is scheduled to appear in court again at 9 a.m. on Tuesday, July 25 for a hearing.

• Jarred Courtney Outlaw, of Ijamsville, Md., was indicted on a Class 5 felony for not reporting an accident involving an injury; a Class 1 misdemeanor for reckless driving endangering life, limb or property; and an unclassified misdemeanor for contempt or “misbehavior in court.” The first two offenses occurred on Oct. 21, 2022, according to court records, with an arrest on July 6, 2023 under a capias warrant. The contempt charge occurred on July 6, 2023 and Outlaw received a 10-day jail sentence. He is scheduled to return to court on the other two charges at 9 a.m. on Wednesday, Oct. 18, 2023 for a jury trial.

• Dustin Wayne Saylor, of Stanley, Va., was indicted on two Class 5 felonies for possession of a Schedule I/II drug. The offenses occurred on Oct. 28, 2022, according to court records, with an arrest on Jan. 17, 2023. Saylor is scheduled to appear in court again at 9 a.m. on Thursday, Aug. 17, 2023 for a hearing.

• Jeannette Mildred Campbell, of Rileyville, Va., was indicted on two Class 5 felonies for the possession of a Schedule I/II drug. The offenses occurred on Dec. 21, 2021, according to court records, with an arrest on May 4, 2022. Campbell is scheduled to appear in court again at 9 a.m. on Wednesday, Aug. 9, 2023 for a status hearing.

• Angelica Maria Cobos, of Shenandoah, Va., was indicted on two Class 5 felonies for possession of a Schedule I/II drug. Both offenses and an arrest occurred on March 16, 2023, according to court records. Cobos entered a plea of guilty on July 6 and was sentenced to three years in jail (with three years suspended) and three years of supervised probation for each of the two offenses.

• Jonathan Michael Shrader, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug and a Class 1 misdemeanor for driving while intoxicated (DWI – drugs, first offense). Both offenses and an arrest occurred on Dec. 3, 2022, according to court records. Shrader is scheduled to appear in court again at 9 a.m. on Wednesday, July 19, 2023 for a status hearing.

• Kristin Dawn Degues, of Luray, Va., was indicted on an unclassified felony for distributing or selling for profit a Schedule I/II drug. The offense and an arrest occurred on May 4, 2022, according to court records. Degues is scheduled to appear in court again at 9 a.m. on Wednesday, Aug. 23, 2023 for a hearing.

• Dwayne Durwood Dovel, of Stanley, Va., was indicted on an unclassified felony for possession with intent to manufacture a Schedule I/II drug. The offense and an arrest occurred on March 24, 2023, according to court records. Dovel is scheduled to appear in court again at 1:30 p.m. on Monday, Aug. 7, 2023 for a hearing.

• Kevin Fales, of Ashburn, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on April 6, 2023, according to court records. No future court dates were listed.

• Jamie Marie Jefferson, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and an arrest occurred on March 3, 2023, according to court records. Jefferson was scheduled to appear in court again at 9 a.m. on Wednesday, Aug. 9, 2023 for a status hearing.

• Brian James Woodward, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Nov. 12, 2022, according to court records, with an arrest on Jan. 20, 2023. Woodward is scheduled to appear in court again at 9 a.m. on Wednesday, Aug. 9, 2023 for a hearing.

Grand jury hearings are held the first Wednesday of each month in Page County Circuit Court.
