Grand jury issues 38 indictments against 19 individuals in September, with 4 sealed

LURAY, Sept. 8 — A Page County grand jury handed down 38 indictments among 19 individuals during last week’s Sept. 1 session in Page County Circuit Court.

In addition to the charges listed above, one case was withdrawn and will be reintroduced during the October grand jury session in circuit court, while the direct indictments in four other cases were sealed — meaning no information about those cases is available to the public. A judge will often seal the contents of a case file if it is part of an ongoing investigation, and if making that information public would damage or endanger the investigation being conducted or those conducting it. Only case numbers were given by the court, with no names or other information attached to those cases numbers.

The 19 individuals publicly indicted during last Wednesday’s grand jury session include:

Franklin D. Rose Jr., of Stanley, Va., was indicted on four felonies and one misdemeanor for incidents that occurred on June 9, 2021, according to court records, with an arrest date listed of June 15, 2021. Rose faces two Class 5 felonies (one by direct indictment) for abduction by force or intimidation; two Class 6 felonies for strangulation with injury resulting and child abuse with disregard for life (direct indictment); and a Class 1 misdemeanor for assault and battery of a family member. Rose is scheduled to appear in court again on Oct. 27 for further proceedings.

Kenneth Wayne Knowles, of Luray, Va., was indicted on an unclassified felony for having a minor (age 15-plus) perform pornography and a Class 6 felony for possession of child pornography (direct indictment). The offenses occurred on Aug. 5, 2020, according to court records, with an arrest date of Dec. 15, 2020. Knowles is scheduled to appear in court again on Sept. 22 for an expected plea deal.

Justin Lee Breeden, of Shenandoah, Va., was indicted on a Class 3 felony for malicious wounding. The offense occurred on June 16, 2021, according to court records, with an arrest date of June 17, 2021. Breeden is scheduled to return to court o Nov. 10 for further proceedings.

Joshua Delaney DeBolt, of Stanley, Va., was indicted on a Class 3 felony for burglary at night to commit a felony and a Class 1 misdemeanor for pettit larcency of less than $200 not from a person (direct indictment). Both offenses occurred on Oct. 1, 2020, according to court records, with an arrest date of Jan. 5, 2021. DeBolt is scheduled to appear in court again on Oct. 6 for further proceedings.

John Joseph McClure, of Shenandoah, Va., was indicted on an unclassified felony for grand larceny last Wednesday (Sept. 1), and he entered a guilty plea yesterday on Sept. 7. The offense occurred on Jan. 29, 2021, according to court documents, with an arrest date of March 26, 2021. McClure was sentenced to three years with time served, as well as two years of supervised probation upon his release. He is scheduled to return to court on Oct. 26 to review restitution.

Veronica Renea Sager, of Shenandoah, Va., was indicted last Wednesday on two Class 6 felonies for unauthorized use of a vehicle larceny of more than $200 and for pettit larceny of less than $5 pickpocket. The offense and arrest date for both charges is March 22, 2021, according to court records. Yesterday (Sept. 7), Sager plead guilty to both charges. For the vehicle larceny, Sager was sentenced to three years in prison with two years, six months suspended and a six-month suspension of her operator’s license. For the pettit larceny charge, Sager was sentenced to 12 months of jail time with all 12 months suspended. Both sentences come with three years of supervised probation upon her release. Sager is scheduled to appear in court again on Oct. 26 to review restitution.

John B. Settle, of Luray, Va., was indicted on two Class 6 felonies for felony possession of a weapon (ammo, not gun) and non-violent felony possession of a gun, as well as a Class 1 misdemeanor for shooting in a public place with no injury (direct indictment). The offenses occurred on June 7, 2021, according to court records, with an arrest date of June 8, 2021. Settle is scheduled to appear in court again on Oct. 27 for further proceedings.

Ralph Edward Good III, of Luray, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug, as well as three Class 1 misdemeanors for driving under a revoked or suspended license (two counts – both direct indictments) and reckless driving as to endanger life, limb or property (also a direct indictment). All but one of the offenses occurred on April 10, 2021, according to court records, with an arrest date of the same. One of the driving under a suspended or revoked license charges occurred on April 6, 2021, according to court records. Good is scheduled to return to court on Oct. 13 for further proceedings.

• Justin Michael Kite, of Singers Glen, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug and a Class 6 felony for identity theft by obtaining ID (second or subsequent offense). Both offenses occurred on Jan. 26, 2021, according to court records, with an arrest date of Jan. 31, 2021. The case was continued during a hearing yesterday (Sept. 7), and Kite is expected to return to court Sept. 29 for further proceedings.

Angela Christie Blosser, of Broadway, Va., was indicted on two Class 5 felonies for possession of a Schedule I/II drug. The offenses and arrest occurred on Sept. 13, 2020, according to court records. Blosser is scheduled to appear in court again on Nov. 10 for further proceedings.

Christopher Allen Cook, of Stanley, Va., was indicted on two Class 5 felonies for possession of a Schedule I/II drug (one by direct indictment). The offenses and arrest occurred on Oct. 30, 2020, according to court records. During a Sept. 7 hearing, the case was continued, and Cook is scheduled to appear in court again on Sept. 22 for further proceedings.

• Shannon Mathew Campbell, of Luray, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug. The offense occurred on Feb. 12, 2020, according to court records, with an arrest date of June 10, 2021. The case was continued during a hearing yesterday (Sept. 7), and Campbell is scheduled to return to court on Sept. 22 for further proceedings.

• Amy Renee Cook, of Luray, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug. The offense occurred on Feb. 4, 2021, according to court records, with an arrest date of March 24, 2021. The case was continued during a hearing yesterday (Sept. 7), and Cook is scheduled to return to court on Sept. 29 for further proceedings.

• Christopher J. Wright, of Shenandoah, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug. The offense and arrest occurred on June 5, 2021, according to court records. Wright is scheduled to return to court on Oct. 6 for further proceedings.

• Pavel Metlenko, of Weyers Cave, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug. The offense occurred on July 6, 2020, according to court records, with an arrest date of March 23, 2021. Metlenko is scheduled to return to court on Nov. 10 for further proceedings.

• Kenneth Xavie Pardo-Guadalupe, of Alexandria, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug. The offense and arrest occurred on June 30, 2021, according to court records. Pardo-Guadalupe is scheduled to return to court on Oct. 27 for further proceedings.

• Jonathan Aaron Peck, of Shenandoah, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug. The offense and arrest occurred on Aug. 9, 2021, according to court records. Peck is scheduled to return to court on Sept. 15 for further proceedings.

• Tabatha Lynae Williams, of Shenandoah, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug. The offense and arrest occurred on March 12, 2021, according to court records. The case was continued during a hearing yesterday (Sept. 7), and Williams is scheduled to return to court on Sept. 29 for further proceedings.

• Joshua Lynn Knott, of Luray, Va., was indicted on a Class 1 misdemeanor for failure to appear in court on Sept. 1. He was arrested on Sept. 4 under a capias warrant, according to court records. Knott is scheduled to appear in court again on Sept. 29 for further proceedings.

• Jessica Leigh Good, of Luray, Va., was charged with a Class 5 felony for the possession of a Schedule I/II drug. The offense and arrest occurred on March 31, 2021, according to court records. However, the case was withdrawn from the grand jury hearing last Wednesday and is now scheduled to go before a grand jury on Oct. 6.

Grand jury hearings are held the first Wednesday of each month in Page County Circuit Court.
