Clatterbuck heading over the Blue Ridge after 13 years of service to county

LURAY, April 2 — Page County’s zoning administrator will be stepping down in just over a week after almost seven years in the post. After working her way through a new solar ordinance and campground regulations in Page, Tracy Clatterbuck has now accepted a new role as the planning and zoning administrator for Madison County.

“I have learned so much about Page County,” Clatterbuck told PVN on Monday. “Until you are really in this line of work, you don’t always understand (OR APPRECIATE) why an ordinance or code is written the way it is, or why there are procedures and policies in place for land use and building code. Also, that everything takes time! More time than what is often understood or expected! Our County is so beautiful and unique and we really have something special here.”

After first working four years as an executive assistant with the Virginia State Fire Marshall’s Office, Clatterbuck started serving Page County in 2006 as a permit/program support tech in the Page County Building and Zoning Department. In 2011, she left to work in the adult and child care licensing division of the Virginia Department of Social Services.

In December 2015, Clatterbuck returned to work for the county as a senior permit tech. She became the acting zoning administrator in March 2017. After completing her certification in October 2017, Clatterbuck was named Page County’s zoning administrator.

Her last day with Page County will be Wednesday, April 10.

“I think the world of Tracy and have nothing but admiration and respect for her,” Page County Administrator Amity Moler said. “I wish she was continuing her journey with us, but I wish her the best in her next endeavor. I know she will be successful, no matter where she is.”

Clatterbuck will be replacing Luray Councilman Ligon Webb, who has served as Madison County’s planning and zoning administrator for about the last six years. Prior to that, he served as the town planner for Luray for 11 years. Webb left the Madison County position to become the director of planning for Powhatan County just southwest of Richmond.

During her time in Page County, Clatterbuck became certified as a zoning administrator through the Virginia Association of Zoning Officials, a permit technician through the Virginia Department of Housing and Community Development, a certified planning commissioner through VCU’s Land Use Education Program, and has completed numerous continuing education courses in planning, zoning, and floodplain management.

She now carries more than a decade of experience with her to Madison, including the lessons learned on major controversial projects like utility-scale solar.

“If I made it through that, I can do anything,” Clatterbuck mused.

Page’s zoning administrator says there are multiple reasons why she’s making the move to Madison, where she was chosen among 11 applicants for the position.

“While the increase in pay will be nice, it was not the deciding factor,” she told PVN. “I love my community, and serving it for these last several years has been personally and professionally fulfilling. However, I believe everything has its time, and the time has come to move on, despite it being a very difficult decision.”

Clatterbuck starts her new role on Monday, April 15. Madison County’s next planning director acknowledges the similarities between her new locale and the one she’s helped mold over the last decade.

“Madison County, like Page, respects their agriculture heritage and scenic lands while also recognizing the need for more development — all factors that I appreciate,” Clatterbuck stated on Monday. “I look forward to expanding my career in a new landscape that will inevitably stretch my understanding and practice of zoning, planning, and development while still enabling me to apply much of my skill that I was fortunate to learn in my own community.”
