Grand jury issues 55 indictments in December, 30 charges for welfare fraud

LURAY, Dec. 7 — A Page County grand jury handed down 55 indictments among 18 individuals, plus two sealed indictments, during last Wednesday’s Dec. 1 session in Page County Circuit Court. Cases are typically sealed to the public if they are part of an ongoing investigation.

The 18 individuals indicted during last Wednesday’s grand jury session include:

Mary Mamola, (address not listed), was indicted on 20 identical Class 5 felonies for filing a false welfare application and committing perjury, and an additional 10 unclassified felonies for welfare fraud and larceny of amounts greater than or equal to $200. The offenses occurred on various dates ranging from February 2015 to November 2019, according to court records. No arrest date was listed for any of the charges, which were all issued as direct indictments. Following the Dec. 1 indictments, Mamola was arrested on a capias warrant on Dec. 4 and is scheduled to appear in court again at 9 a.m. on Wednesday, Dec. 8 for further proceedings.

Carly Strawderman Owen (a.ka. Carly Owen Billhimer), of Timberville, Va., was indicted on an unclassified felony for obtaining a credit card number for larceny, a Class 6 felony for obtaining money by false pretense (less than $1,000), and a Class 1 misdemeanor for identification theft to defraud (less than or equal to $200). All three offenses occurred on Oct. 1, 2020, according to court records, with an arrest date of June 29, 2021. Following the Dec. 1 indictments, a capias warrant has been issued for her arrest.

Corey Allen Hanner, of Luray, Va., was indicted on an unclassified felony for receiving stolen goods and a Class 6 felony for receiving stolen goods to aid in concealing a firearm. The offenses occurred on May 7, 2020, according to court records, with an arrest date of May 26, 2020. Following the Dec. 1 indictments, Hanner is scheduled to appear in court again at 9 a.m. on Wednesday, March 23, 2022 for further proceedings.

Alexander Dakota Dempsey , of Luray, Va., was indicted on an unclassified felony for entering a home to commit assault and battery. The offense and arrest occurred on Jan. 30, 2021, according to court records. No return date (to court) was listed in court records (as of Dec. 7).

Donny Ray Anderson, of Luray, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug and a Class 6 felony for the possession of a gun (on person) while in possession of a Schedule I/II drug. Both offenses and his arrest occurred on June 4, 2021, according to court records. Anderson is scheduled to return to court at 9 a.m. on Wednesday, Feb. 9, 2022 for further proceedings.

Robert William Cave, (no address listed – but formally of Broadway, Va. according to previous indictments), was indicted on a Class 5 felony for the possession of a Schedule I/II drug and an unclassified felony for possession with intent to manufacture a Schedule I/II drug. The first offense occurred on July 18, 2021, according to court records, with no arrest date listed. The second offense occurred on Sept. 23, 2021, according to court records, again with no arrest date listed. No future court date was listed for these charges (as of Dec. 7).

Jack Ray Milligan, of Shenandoah, Va., was indicted on an unclassified felony for “distributing to accommodate” a Schedule I/II drug, a Class 1 misdemeanor for failure to appear in court, and received a direct indictment on a Class 1 misdemeanor charge for contributing to the delinquency of a minor. The offenses occurred on June 19, 2021, according to court records, with an arrest date of June 23, 2021. Following the Dec. 1 indictments, a capias warrant was issued for his arrest.

• Joshua Ryann Bowman, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug and a Class 1 misdemeanor for driving while his operator’s license was revoked or suspended. Both offenses and his arrest occurred on April 8, 2021, according to court records. Bowman is scheduled to appear in court again at 9 a.m. on Wednesday, Dec. 15, 2021 for further proceedings.

Cameron Lee Tiller, of Luray, Va., was indicted on two Class 5 felonies for possession of a Schedule I/II drug. One offense occurred on April 8, 2020, according to court records, with an arrest date of June 18, 2021. The other offense and arrest occurred on Sept. 10, 2021, according to court records. Tiller is scheduled to appear in court again at 9 .m. on Wednesday, Dec. 8, 2021 for further proceedings.

Nicholas Gregory Gionis, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and arrest occurred on Oct. 19, 2021, according to court records. Gionis is scheduled to appear in court again at 9 a.m. on Wednesday, Dec. 15, 2021 for further proceedings.

• Deaunte Nathaniel Strickler, of Staunton, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug. The offense and arrest occurred on Aug. 19, 2021, according to court records. Strickler is scheduled to appear in court again at 9 a.m. on Wednesday, Jan. 12, 2022 for further proceedings.

• Hannah Delcie Ladd, of Bealton, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Dec. 2, 2018, according to court records, with an arrest date of July 28, 2021. Ladd is scheduled to appear in court again at 9 .m. on Wednesday, Dec. 29, 2021 for further proceedings.

• Sarah Lee Comer, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and arrest occurred on July 20, 2021, according to court documents. No future court date was listed (as of Dec. 7).

• Eric Anthony Capps, of Winchester, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Aug. 14, 2021, according to court records, with an arrest date of Aug. 15, 2021. No future court date was listed (as of Dec. 7).

• David Wayne Parsell, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and arrest occurred on July 20, 2021, according to court records. No future court date was listed (as of Dec. 7).

• Whitney O’Neal Campbell, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and arrest occurred on July 13, 2021, according to court records. No future court date was listed (as of Dec. 7).

• Hubert Jefferson Burrill III, of Stanley, Va., was indicted on a Class 6 felony for eluding or disregard for police. The offense occurred on Nov. 15, 2020, according to court records, with an arrest date of Aug. 28, 2021. No future court date was listed (as of Dec. 7).

• Jamie Lee Hull, of Luray, Va., received a direct indictment on a Class 1 misdemeanor for possession of a cannabimimetic agent. He was also originally charged with a Class 5 felony for the possession of a Schedule I/II drug, but no indictment was presented during the grand jury session last week. Both offenses occurred on May 19, 2021, according to court records, with an arrest date of Sept. 16, 2021. Hull is scheduled to appear in court again at 9 a.m. on Wednesday, Jan. 12, 2022 for further proceedings.

Grand jury hearings are held the first Wednesday of each month in Page County Circuit Court.
