Grand jury issues 42 indictments against 27 individuals in November session

LURAY, Nov. 5 — A Page County grand jury handed down 42 indictments among 27 individuals during Wednesday’s Nov. 3 session in Page County Circuit Court. In addition, 10 charges against three individuals were continued during this week’s grand jury proceedings, one charge saw no indictment presented, and one case was sealed. Cases are typically sealed to the public if they are part of an ongoing investigation.

The 27 individuals publicly indicted during Wednesday’s grand jury session include:

Robert Elwood Dean III, of Shenandoah, Va., was indicted on a Class 5 felony for involuntary manslaughter in a vehicle that occurred on Oct. 2, 2020, according to court records, with an arrest date of Feb. 10, 2021. Dean was also indicted on a second Class 5 felony for failure to stop resulting in an accident. He was issued a direct indictment on Class 1 misdemeanor for reckless driving endangering life, limb or property. The same offense date and arrest date was listed for all three charges. Dean will appear in court again at 9 a.m. on Wednesday, Jan. 12, 2022 for further proceedings.

Alicia Connor Bowman, (address not listed), received two direct felony indictments — one a Class 5 felony for filing a false welfare application/perjury and the other an unclassified felony for welfare fraud/larceny of an amount equal to or greater than $200. Both offenses occurred on July 15, 2021, according to court records, with an arrest date of July 16, 2021. Bowman did not appear in court and a capias warrant was issued for her arrest.

Michael Todd Young, of Luray, Va., was indicted on a Class 6 felony for child abuse / disregard of life. The offense and arrest occurred on July 29, 2021, according to court records. Young is scheduled to appear in court again at 9 a.m. on Wednesday, Nov. 17, 2021.

James Gary Roberts Jr., of Front Royal, Va., was indicted on two Class 5 felonies for possession of a Schedule I/II drug, a Class 4 felony for forgery of public records, and two Class 1 misdemeanors for falsely identifying himself to law enforcement and identity theft (obtain ID to avoid arrest). All of the offenses and an arrest occurred on Aug. 8, 2021, according to court records. An additional charge listed for improper use of an inspection sticker (Class 1 misdemeanor) occurring on the same offense date listed above was not presented for indictment. Roberts is scheduled to appear in court again at 9 a.m. on Wednesday, Dec. 15, 2021, for further proceedings.

Christopher Robert Dinges, (address not listed), received two direct felony indictments for the manufacturing and/or distribution of a Schedule I/II drug (second offense). The offenses occurred on Jan. 28., 2020, according to court records. No arrest date was listed. Dingers is scheduled to appear in court again at 9 a.m. on Wednesday, Nov. 10, 2021 for further proceedings.

Joseph Ramon Perez, of Luray, Va., was indicted on an unclassified felony for the distribution of methamphetamines greater than or equal to 10 grams. He was also indicted on a Class 5 felony for the possession of a Schedule I/II drug. The offense and arrest date for the distribution charge was May 26, 2021, according to court records. The offense and arrest date for the possession charge was May 21, 2021. Perez is scheduled to appear in court again at 9 a.m. on Wednesday, Nov. 17, 2021 for further proceedings.

Robert William Cave, of Broadway, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug, a Class 1 misdemeanor for driving while intoxicated (DWI – drugs), and a Class 3 misdemeanor for destruction of property (monument). All three offenses and an arrest occurred on July 12, 2021, according to court records. Cave is scheduled to appear in court again at 9 a.m. on Wednesday, Dec. 15, 2021 for further proceedings.

• Don Sylvester Thompson Jr., of Shenandoah, Va., was indicted on two Class 5 felonies for possession of a Schedule I/II drug and a Class 6 felony for prisoner possession of an unlawful chemical. One possession charge occurred on Nov. 5, 2020, according to court records, while the other two occurred on April 7, 2021. Arrest dates match the offense dates for all three charges. Thompson is scheduled to appear in court again at 9 a.m. on Wednesday, Nov. 10, 2021 for further proceedings.

Billy James Alger, of Luray, Va., was indicted on two Class 5 felonies for possession of a Schedule I/II drug and two Class 1 misdemeanors for failure to appear in court. A capias warrant was issued for his arrest. The offense and arrest date for both drug charges is April 5, 2021, according to court records.

Amy Renee Cook, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. She received a direct indictment on a Class 1 misdemeanor for driving while intoxicated (DWI – drugs), first offense. Both offenses occurred on Aug. 15, 2021, according to court records, with an arrest date of Aug. 16, 2021. Cook is scheduled to appear in court again at 9 a.m. on Wednesday, Nov. 17, 2021 for further proceedings.

• Virginia Marie Crawford, of Verona, Va., was indicted on a Class 5 felony for the possession of a Schedule I/II drug and a Class 1 misdemeanor for failure to appear in court. The drug offense occurred on Jan. 13, 2021, according to court records, with an arrest date of Jan. 14, 2021. A capias warrant has been issued for her arrest.

• Jess Parker Woodward Jr., of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. He also received a direct indictment on a Class 1 misdemeanor for the unauthorized possession of drug paraphernalia. Both offenses and an arrest occurred on April 3, 2021, according to court records. Woodward is scheduled to appear in court again at 9 a.m. on Wednesday, Dec. 15, 2021 for further proceedings.

• Michelle Rene Miller, of Stanley, Va., was indicted on a Class 6 felony for driving while intoxicated (DWI), third or subsequent offense. The offense and an arrest occurred on Aug. 12, 2021, according to court documents. Miller is scheduled to appear in court again at 9 a.m. on Wednesday, Jan. 12, 2022 for further proceedings.

• Haven Adelaide Azarkhish, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and arrest occurred on July 10, 2021, according to court records. Azarkhish is scheduled to appear in court again at 9 a.m. on Wednesday, Nov. 10, 2021 for a status hearing.

• Tiffany Ann Bonnell, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on July 15, 2021, according to court records, with an arrest on July 16, 2021. Bonnell is scheduled to appear in court again at 9 a.m. on Wednesday, Dec. 15, 2021 for further proceedings.

• Randal Clay Bowman, of Shenandoah, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and arrest occurred on May 15, 2021, according to court records. Bowman is scheduled to appear in court again at 9 a.m. on Wednesday, Dec. 15, 2021 for further proceedings.

• Jessica Lynn Breeden, of Elkton, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Aug. 14, 2020, according to court records, with an arrest date of Jan. 9, 2021. Breeden is scheduled to appear in court again at 9 a.m. on Wednesday, Nov. 10, 2021 for further proceedings.

• Cynthia Dawn Campbell, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on June 10, 2020, according to court records, with an arrest date of Nov. 4, 2020. Campbell is scheduled to appear in court again at 9 a.m. on Wednesday, Dec. 8, 2021 for further proceedings.

• April Michelle Giles, (address not listed), was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and arrest occurred on Sept. 12, 2021, according to court records. Giles is scheduled to appear in court again at 9 a.m. on Wednesday, Dec. 15, 2021 for further proceedings.

• Brian Lee Harden, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on July 1, 2021, according to court records, with no arrest date listed. Harden is scheduled to appear in court again at 9 a.m. on Wednesday, Nov. 10, 2021 for further proceedings.

• James Edward Lee Hull, of Harrisonburg, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and arrest occurred on July 22, 2021, according to court records. Hull is scheduled to appear in court again at 9 a.m. on Wednesday, Dec. 8, 2021 for further proceedings.

• Carrie Lynn Hutton, of Elkton, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense and arrest occurred on May 11, 2021, according to court records. Hutton is scheduled to appear in court again at 9 a.m. on Wednesday, Dec. 8, 2021 for further proceedings.

• Vincent Scott Jenkins Jr., of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on July 2, 2021, according to court records, with an arrest on Aug. 27, 2021. Jenkins is scheduled to appear in court again at 9 a.m. on Wednesday, Dec. 15, 2021 for further proceedings.

• Tyler Garrett Printz, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on May 6, 2021, according to court records, with an arrest on June 17, 2021. Printz is scheduled to appear in court again at 9 a.m. on Wednesday, Nov. 10, 2021 for further proceedings.

• Matthew Shane Vaughan, of Luray, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on Feb. 17, 2021, according to court records, with an arrest on Sept. 12, 2021. Vaughan is scheduled to appear in court again at 9 a.m. on Wednesday, Jan. 12, 2022 for further proceedings.

• Hanna Mae Weitz, of Stanley, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on June 11, 2021, according to court records, with an arrest on Aug. 27, 2021. Weitz is scheduled to appear in court again at 9 a.m. on Wednesday, Nov. 22, 2021 for further proceedings.

• Seth Charles Elliott, of Rileyville, Va., was indicted on a Class 5 felony for possession of a Schedule I/II drug. The offense occurred on July 5, 2021, according to court records, with an arrest on Aug. 26, 2021. Elliott is scheduled to appear in court again at 9 a.m. on Wednesday, Nov. 10, 2021 for further proceedings.

CONTINUED CASES FROM NOV. 3 SESSION

• Jean-Paul Badia, of Stanley, Va., has been charged with a Class 6 felony for torturing or maiming a dog or cat, a Class 1 misdemeanor for reckless handling of a firearm, and a Class 1 misdemeanor for destruction of property with intent valued at less than $1,000. The offenses occurred on Sept. 3, 2021, according to court records, with an arrest date of Sept. 4, 2021. All charges were continued during the Nov. 3 grand jury session (no indictment issued). Badia is scheduled to appear in court again at 9 a.m. on Wednesday, Nov. 17, 2021 for a status hearing.

• Jeremy Lee Shifflett, of Stanley, Va., has been charged with a Class 5 felony for failure to stop resulting in an accident, a Class 5 felony for the possession of a Schedule I/II drug, a Class 1 misdemeanor for reckless driving endangering life, limb or property, two counts of a Class 1 misdemeanor for driving while his operator’s license was revoked or suspended, and a Class 2 misdemeanor for possession of a Schedule IV drug. The failure to stop, reckless driving and one suspended license charge occurred on June 24, 2021, with an arrest date of July 27, 2021. The two drug possession charges and one suspended license charge occurred on May 17, 2021, with an arrest on the same date. The grand jury continued all charges against Shifflett during its Nov. 3 session (no indictments issued). Shifflett is scheduled to appear in court again at 1:30 p.m. on Wednesday, Jan. 5, 2022 for a status hearing.

• Luke Anthony Sours, (address not listed), has been charged with a Class 5 felony for possession of a Schedule I/II drug. The offense and arrest occurred on Aug. 26, 2021, according to court records. Sours is scheduled to appear in court again at 9 a.m. on Wednesday, Nov. 17, 2021 for further proceedings.

Grand jury hearings are held the first Wednesday of each month in Page County Circuit Court.
